City Council <br />Meeting Minutes <br />April 15, 2008 <br />Page 9 of 10 <br />memos' not include financial data or the owners name and be released to the <br />public. <br />Councilor Dalton asked Ms. I-logan to address Councilor Muckle's concern. <br />Ms. Hogan explained the applications are taken on a case-by-case basis and in <br />some instances a company is factoring which municipality they will locate their <br />business. In some instances, the company may not have told their employees <br />they are considering relocating. She stressed it is a balance, which varies from <br />assistance package to assistance package. <br />Councilor Sackett supported mull disclosure laws but understood in a competitive <br />market place, it may be difficult to put a proposal together without some favorable <br />indication from Council. He noted ultimately, there would be full disclosure. <br />Councilor Muckle urged Council to disclose more information to the public on the <br />BAPs. Mayor Pro Tem MarsE;lla agreed and noted the only proprietary <br />information on the proposal is. the name of the owner. <br />Ms. Hogan explained some applicants desire to get a read on how receptive the <br />Council is to their proposal grid maybe just exploring moving their company and <br />not want to start speculation among employees or the media by disclosing they <br />are investigating alternative sites. <br />Mayor Sisk agreed there must be balance and stated he did not want it to appear <br />the City is not supportive of business incentives. He suggested the Staff analyze <br />the proposal and bring the BAP to the Council. <br />Councilor Yarnell commentecl the Council is new to the BAP program. She <br />favored providing the financial analysis to the public without releasing the name <br />of the company or the locatioin. <br />Ms. Hogan explained it is generally up to applicant as to whether they wish to <br />have their name disclosed. She noted in this case, the applicant requested their <br />company name not be disclosed. <br />Mayor Pro Tem Marsella stated this proposal is important to the City and <br />expressed her desire to go forward. Mayor Sisk concurred. There was Council <br />consensus for Staff to pursues the BAP for Project Jonah. <br />CITY ATTORNEY'S REPORT <br />City Attorney Light asked for Council direction on whether he should further <br />articulate on the Public Records Laws. Council decided there was no need for <br />further information on the Public Records Laws at this time. <br />
