City Council <br />Meeting Minutes <br />June 3, 2008 <br />Page 5 of 11 <br />for an amendment to a General Development; A Final Subdivision Plat and a <br />Final PUD Development Plan. <br />The total land holdings of 64.46 acres are comprised of four ownership parcels <br />located west of Highway 42. The request is for authorization of the required land <br />use entitlements to combine four ov~rnership parcels into one general <br />development for a phased development of residential and commercial <br />development. The development proposal includes a diverse range of residential <br />units and 109,640 square feet of commmercial. Of the total commercial square <br />footage 71,743 square feet is allocated adjacent to Highway 42. The balance is <br />allocated to the Summit View office development. <br />The Takoda GDP would: 1) incorporate the Takoda General Development Plan, <br />which was approved for 32 acres; 2) amend portions of the North Louisville <br />General Development Plan approved in 1989 and 3) incorporate Lot 3 of the <br />Summit View Subdivision. The Takoda GDP reflects four planning areas, which <br />identify the proposed distribution arnd association density of both residential and <br />commercial development. The GDP reflect 350 residential units, which is <br />consistent with the Comprehensive Plan. <br />Planning Director Wood noted the Takoda General Development Plan brought <br />together the four parcels and is con:>istent with many aspects of the <br />Comprehensive Plan. The Planning Commission considered the Takoda <br />General Development Plan at two puublic hearings on March 20, 2008 and April <br />17, 2008 and recommended approval. <br />Planning Director Wood explained the review of the Takoda Subdivision and <br />PUD Development Plan has been processed concurrently with the request for an <br />amendment of the PCZD General Development Plan. The important design <br />considerations of the development are street layouts and neighborhoods whose <br />design and function compliment a comprehensive trails and park system. The <br />proposed public-use dedication links a series of public outlots, which provide <br />visual and physical buffering as well as the creation of trail corridors. The project <br />is compliant with the 2005 City Wide Comprehensive Plan. <br />The Takoda proposal includes 9.05 ;acres of public dedication, which consists of <br />trail corridors, open space and park amenities. A drainage improvements design <br />has been submitted to FEMA with respect to Bullhead Gulch, which is regulated <br />by the 100-year flood plan. The plans reduce the size of the channel to eliminate <br />any impact to the homes within the Takoda subdivision. The Takoda General <br />Development Plan has entitlements for athree-phrase project: Residential, <br />commercial and multi-family units. <br />The Planning Commission conducted a public hearing on April 10, 2008 and <br />forwards a recommendation of approval with two conditions. <br />
