City Council <br />Meeting Minutes <br />June 17, 2008 <br />Page 5 of 14 <br />Mayor Sisk was pleased all the communities came together and arrived on the <br />preferred alternative. He explained the drop ramps at 88th Street would allow <br />emergency vehicles to exit at S. 88t" Street to get to Avista Hospital. <br />Councilor Muckle asked if there will be bus and HOV lanes in the center of the <br />road. Assistant City Manager Balser stated there will be a buffer separating the <br />bus/HOV lanes in the center of the highway from general purpose lanes. <br />Councilor Sackett stated the Committee has done a wonderful job. Mayor Pro <br />Tem Marsella congratulated the Committee, Mayor Sisk and Assistant City <br />Manager Balser. She felt a consensus plan would be more successful in seeking <br />funding. <br />MOTION: Councilor Sackett moved to approve Resolution No. 26, Series 2008, <br />seconded by Councilor Muckle. All in favor. Absent: Councilor Dalton. <br />RESOLUTION No. 27, SERIES 2008 - A RESOLUTION APPROVING A <br />MINOR SUBDIVISION FOR A T1N0-LOT SINGLE FAMILY RESIDENTIAL <br />SUBDIVISION, LOTS 8-11, BLOCK 4, LOUISVILLE HEIGHTS SUBDIVISION <br />(245 SPRUCE STREET) <br />Planning Director Paul Wood explained the applicant, Mr. Tom Ramsey, was <br />called away on a family emergency. Mr. Ramsey requested Garrett Mundelein <br />make the applicant presentation. <br />Mayor Sisk stated if Mr. Mundelein felt Mr. Ramsey should be present to respond <br />to Council questions, he would continue the resolution two weeks. Mr. Mundelein <br />felt he could make the presentation. <br />Planning Director Wood requested six emails relative to the property, which were <br />received on June 16th and 17th, be included in the record of the proceedings. <br />MOTION: Mayor Sisk moved the si:K emails relative to Resolution No. 27, Series <br />2008 be made part of the record, seconded by Mayor Pro Tem Marsella. All in <br />favor. Absent: Councilor Dalton. <br />Planning Director Wood explained the applicant/ownerTnm Ramsey is <br />requesting atwo-lot minor subdivision for the property located at 245 Spruce <br />Street. The property is currently ones ownership parcel comprised of four, platted <br />25' X125' lots in the Louisville Heights Subdivision created in 1904. The home on <br />the property was built in 1925 and contains approximately 1,563 SF on a single <br />level. The property was developed prior to adoption of zoning regulations, but is <br />now subject to the zoning regulations established in the RL zoning district and <br />Old Town Residential Overlay. <br />
