City Council <br />Meeting Minutes <br />August 5, 2008 <br />Page 6 of 14 <br />Teresa Peck, 1316 Franklin Avenue, Louisville, CO voiced her belief covenants <br />are made for new communities, not for old ones. She stated the ordinance takes <br />away the rights of property owners. She felt the neighborhood should work <br />together to resolve disputes. She urged Council to deny the ordinance. <br />Mark Santi, 1241 Jefferson Avenue, Louisville, CO voiced his concern over the <br />terminology of recreational vehicles and asked if it included ATVs, and whether <br />an ATV on a trailer constitutes multi-recreational vehicles. He explained the cost <br />to store his vehicle would be $1,200 per year. He stated he would not have <br />purchased the vehicles if he knew there would be restrictions. He felt the <br />ordinance was over-restrictive and urged Council to deny it. <br />COUNCIL COMMENTS <br />Councilor Bob Muckle asked why the owner/occupied requirement was removed <br />from the ordinance. Planning Director Wood stated it was made to simplify the <br />ordinance, but keep the essence in place. <br />Councilor Sackett stated he was hopeful the ordinance would provide alternate <br />solutions. He did not support the ordinance. <br />Mayor Sisk asked if neighboring cities have ordinances or policies relative to <br />storing trailers and recreational vehicles. Planning Director Wood stated the <br />neighboring communities were surveyed and they all have similar ordinances in <br />place, which address storing recreational vehicles and trailers. The cities <br />surveyed were Lafayette, Broomfield, Fort Collins, and Westminster. <br />Mayor Sisk asked Chief Goodman to address the 18" setback from the sidewalk. <br />Chief Goodman stated the ordinance contradicts the standard set for residential <br />cars and trucks. <br />Mayor Sisk asked how two ATV's on a trailer is counted. Chief Goodman stated <br />the recreational vehicles would count exclusive of the trailer. <br />Mayor Sisk asked Planning Director Wood if the provision of storing two <br />recreational vehicles is comparable of other jurisdictions ordinances. Planning <br />Director Wood stated some jurisdictions had greater limitations however the <br />City's goal was not a total prohibition. <br />PUBLIC COMMENTS <br />Howard Pollack, 834 Lincoln Avenue, Louisville, CO noted the citizens of <br />Louisville elected the Council and not the citizens of the neighboring <br />communities. <br />
