City Council <br />Meeting Minutes <br />September 16, 2008 <br />Page 3 of 9 <br />• A Town Meeting is scheduled on Monday, September 22~d, 6:30 p.m. at <br />the Lydia Morgan facility. <br />• City Manager Fleming will bye out of town from Friday, September 19tH <br />through Wednesday, September 24th, at an ICMA Conference, in <br />Richmond, Virginia, where he will attend a number of workshops. <br />• Staff had numerous meetings with ConocoPhillips relative to plans for <br />their properties. They will be filing an application to annex the property, <br />request rezoning and submiit a preliminary development plan. <br />REGULAR BUSINESS <br />ORDINANCE No. 1541, SERIES 2008 - AN ORDINANCE AMENDING <br />SECTION 5.08 OF THE LOUISVILLE MUNICIPAL CODE TO INCREASE THE <br />APPLICATION FEES FOR NEW LIQUOR LICENSES, TO IMPLEMENT A <br />SPECIAL EVENTS PERMIT APPLICATION FEE, AND TO AUTHORIZE THE <br />LOUISVILLE LOCAL LICENSING AUTHORITY TO ISSUE ART GALLERY <br />PERMITS ALLOWING ART GALLERIES TO OFFER COMPLIMENTARY <br />ALCOHOL BEVERAGES -Public Hearing <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Sam Light read Ordinance No. 1541, Series 2008. <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />Deputy City Clerk Carol Hanson explained in 2007, the State Legislature passed <br />House Bill 07-149 allowing local liquor licensing authorities to incrementally <br />increase liquor license and special event permit applications fees. The Louisville <br />Local Licensing Authority did not asN; Council for an increase last year. Local <br />licensing fees have not been raised ;since 1997 and with the increased staff and <br />legal time required for new licenses and special events permits, the Authority <br />requests Council consideration in raising liquor licensing fees. Ordinance No. <br />1542, Series 2008 raises the application fee for a new license to $625.00 from <br />$500.00 and adding an application fE;e of $25.00 for a special events permit. <br />Additionally, House Bill 08-1105, which took effect July 1, 2008, amends state <br />laws to allow Art Gallery Permits. An Art Gallery Permit provides for the service <br />of complimentary beer, wine and ala~hol on not more than 15 days per year. <br />This provision requires an amendment to the Louisville Municipal Code. The <br />basic terms of an Art Gallery Permit .are as follows: <br />• Drinks must be complimentary and no alcohol sales are permitted. <br />• Galleries cannot charge an entry fee in connection with offering <br />complimentary drinks. <br />
