Special Meeting, City Council <br />June 30, 1984, Page 4 <br />C. WATER RESTRICTIONS, STAFF RECOMMENDATIONS <br />Kasch handed out another memo (See Exhibit C) stating staff <br />recommendations for lawny watering restrictions. <br />1. Water every 3rd day <br />2. Use Voting Ward's for watering rather than the <br />Circle, Diamond, and Square method. <br />3. 6 AM to 9 AM OR 7 PM to 10 PM, but not both times <br />4. New lawns, new sod, water daily; 11 AM to 1 PM. <br />Notices to be sent out Sunday and Monday, door to door. <br />Mayor: The first week, a "hot-line" should be in effect. <br />Leary: Pressure in highs zone is not adequate. <br />Kasch: That will be resolved with the new Howard Berry plant and <br />the elevated tank. <br />Leary: This should haves been done prior to construction of homes. <br />Wurl: When Howard Berry Plant comes on-line, there will be high <br />zone, mid zone, and low zone. <br />Leary: Equity? More waster is needed for new lawns, will this 3 <br />day mortarium on new lawns ruin them? The 11 AM to 1 PM, and working <br />people, how will those hours benefit them? Leary suggested that all <br />new lawns from here on be postponed to the Fall season. <br />Cussen suggested the meeting move onto the Public Hearing portion. <br />E. PUBLIC HEARING, INPUT FRGM CITIZENS <br />Chris Fair, 549 Adams. This is a serious problem which could adversely <br />affect our community. ]: am glad to hear that Mr. Kasch has taken <br />adequate steps to come up with a plan of action. However, my concern <br />is planning, ie, growth projections, take another look at it. <br />Marilyn Waldo, 688 W. Dahlia. I disagree, I don't think the problem <br />has been solved. We have put a lot of money into landscaping, and <br />had we known a month. ago of this water crisis, we certainly would not <br />have planted so extensively. We had been told again and again there <br />was plenty of water, hati+e heard many stories of what the cause of <br />this problem, including the ane that 2 of the plant is shut down <br />for construction. I am most unhappy about the whole thing, and I have <br />been betrayed. <br />
