4/3/84 <br />Page -7- <br />City will not be annexed unless that land <br />is being purchased by the City of Louis- <br />ville as open space. <br />6. ;~1 special review process may be requested <br />by an applicant if an undeveloped piece <br />of land, under 15 acres, is intended to <br />be used for recreational or other commer- <br />cial purposes. <br />Councilman Cussen Requested that Councilwoman Morris state the <br />Intent and Time Line intE.nt of the 6 points and inquired if there <br />was a time line when at some time we would <br />want= to lift this moritorium? <br />She replied the goal was to give us a chance <br />to catch up and evaluate where we are and <br />where we want to be. She felt certainly that <br />where the evaluation is finished that Council <br />migYit very well wish to change this - did <br />not feel it would be forever. The intent <br />was to give us the framework that we need <br />to handle residential development. <br />Time Line on Moritoriu m Mr. Cussen stated that he agreed with the in- <br />tent: but wished to set a time line that Council <br />would specify that we look to these concerns; <br />will. investigate; do our study; and come up <br />with a period of time of which we will rescind <br />the moritorium or at that time decide that the <br />moritorium must continue. He suggested per- <br />haps, 6 months to a year. <br />Mayor Pro-tem Leary Commented that he wished to clarify applica- <br />bility to other than residential zoning.i.e. <br />does this apply to someone who wishes to <br />come in with a 40 acre parcel of industrial <br />land.? Councilwoman Morris stated in that <br />case they would go through the Special Re- <br />view Process. <br />Mr. Leary commented there seems to be a <br />mixture of existing policies here, with <br />changing some and he was not certain how <br />some of these would work within the realm <br />of our current zoning policies. Since we <br />have a current policy that says when somone <br />comes in they must zone their property within <br />90 days. It appeared to him that we were <br />saying you can only come in if you want agri- <br />cultural zoning, and he was not sure the policy <br />should necessarily state that. It maybe better <br />to have a policy that addresses the issue, i.e. <br />an in-fill parcel - you may desire to zone it <br />Residential Estate .and here in some sense we <br />are dictating the zoning.
