2/7/84
Page -3-
One of the strong points of the traditional
view is that the guidelines have already
been established for the City to follow,
regardless of the changing winds of politics.
This type of approach with a specific blue-
print for the future might alleviate some
of the conflicts that appear to be going
on continuously during this period of rapid
growth." "If you want to see what the City
will look like in 1992, the comp plan is
not the place to look."
Mr. Topf advised that the Mayor's. Task Force
on Planning consisted of Mary Paschall and
Shirley Hoffman. Advised that the Task
Force had adopted an organizational policy
and structure. Finances will meet February
16th and the public is invited to attend.
Finance will be followed by Utilities on
March 1st. Assimilation process begins March
8th and runs through the 29th. They will
also try to <~ssimilate the community's con-
cerns related to the areas of comp plan,
planning, finance, service and utilities.
Composition will run from April 5th to May 2nd,
Final Report May 2, 1984 and hope to present a final report on May 2nd.
The Planning group felt that rather than have
a comprehensive plan to show the overall
physical picture of a city, the process of
establishing goals should be the general
basis for action. Mr. Topf stated the
public should be made more aware of the
policies established by the Planning Com-
mission not wait until something physically
displeases them. Their group summarized by
stating that Louisville has kept up to date
as far as the star of planning it uses. The
City Planners are actively involved in the
planning process and would welcome more
public involvement in planning. Mr. Hoffman
of the Task Force felt that Louisville may
need a formal growth plan as intimated by
Director Rupp. This will be further researched
by the Planning sub-committee. Louisville's
growth may be in compliance with the comp
plan; but the plan may not be an accurate
reflection of the attitudes of the citizenery.
Louisville's role may be that of being a
bedroom suburb of Boulder, Broomfield, and
th.e Denver metropolitan area. These an other
areas will be examined by the Task Force
