11/20/84 Page -3- Mr. Hioco stated that he would like to come back to Council the first part of 1985 to seep how the budget is coming along and then get. the working drawings started for Phase I i.f Council approves. He estimated the drawings would cost from $10,000 - $12,000 for• the entire project. WINCHER ANNEXATION REQUEST Cou.ncilmembers had a copy of the letter from the Winchers requesting annexation and a zoning change. A map of the area was also attached consisting of approximately 10 acres. REFERRED TO THE PLANNING Councilman Leary moved, Councilman Cussen COMMISSION seconded that this request be sent to the Planning Commission for their review and recommendation. All in favor. Motion caY•ried unanimously. HOMART AGREEMENT/AUTHORIZE Couincilmembers had a copy of the revised MAYOR TO SIGN Homart Agreement and memo from Attorney Rauten- straus. Attorney Rautenstraus advised that language hacl been added that exempted user fees from nori-payment by Homart as far as increases in thE~ir obligation. Minor changes were made relative to the definition of customary tap fees. Specifically they provided for allow- ance of an increase in tap fees based on in- crE~ase in water acquisition costs; and also al]_owed for a 3o increase for other costs. Mr., Rautenstraus stated that the user fees included both concepts of using the system anti the bond obligations. AUTHORIZATION Mayor Mier moved, Councilman Fauson seconded that the Mayor be authorized to sign the revised Homart Agreement. All in favor. Mot=ion carried unanimously. Councilman Luce Councilman Luce stated as a follow-up to this agenda item he would like to propose thE~ following motion - that City staff re- view the appropriate construction cost en- tii'~ies for the application, if appropriate, of the 3% inflation escalator pertaining to this agreement and that that be submitted by the end of January for the preceding fiscal year, to the Council. Councilman Cussen seconded the motion. All in favor. Motion carried unanimously.
