He estimated the <br />drawings would cost from $10,000 - $12,000 <br />for• the entire project. <br />WINCHER ANNEXATION REQUEST Cou.ncilmembers had a copy of the letter <br />from the Winchers requesting annexation and <br />a zoning change. A map of the area was also <br />attached consisting of approximately 10 acres. <br />REFERRED TO THE PLANNING Councilman Leary moved, Councilman Cussen <br />COMMISSION seconded that this request be sent to the <br />Planning Commission for their review and <br />recommendation. All in favor. Motion <br />caY•ried unanimously. <br />HOMART AGREEMENT/AUTHORIZE Couincilmembers had a copy of the revised <br />MAYOR TO SIGN Homart Agreement and memo from Attorney Rauten- <br />straus. <br />Attorney Rautenstraus advised that language <br />hacl been added that exempted user fees from <br />nori-payment by Homart as far as increases in <br />thE~ir obligation. Minor changes were made <br />relative to the definition of customary tap <br />fees. Specifically they provided for allow- <br />ance of an increase in tap fees based on in- <br />crE~ase in water acquisition costs; and also <br />al]_owed for a 3o increase for other costs. <br />Mr., Rautenstraus stated that the user fees <br />included both concepts of using the system <br />anti the bond obligations. <br />AUTHORIZATION Mayor Mier moved, Councilman Fauson seconded <br />that the Mayor be authorized to sign the <br />revised Homart Agreement. All in favor. <br />Mot=ion carried unanimously. <br />Councilman Luce Councilman Luce stated as a follow-up to <br />this agenda item he would like to propose <br />thE~ following motion - that City staff re- <br />view the appropriate construction cost en- <br />tii'~ies for the application, if appropriate, <br />of the 3% inflation escalator pertaining <br />to this agreement and that that be submitted <br />by the end of January for the preceding fiscal <br />year, to the Council. Councilman Cussen <br />seconded the motion. All in favor. Motion <br />carried unanimously. <br />
