11/7/84 Page -13- <br />At the request of Mayor Meier, Attorney <br />Rautenstraus c:larified the intent of the <br />phrase by stating it was not set up to say <br />who was going to negotiate; it was deleted <br />to say it would be the City Ad~rnir~.st.ra,t.~r <br />because the City Administrator in their <br />position of directly responding to Council. <br />Therefore it is difficult for him to nego- <br />tiate for one group sort of versus the Council <br />when he is also directly responsible to the <br />Council. It was his suggestion that the <br />Personnel Director or someone similar who <br />does not directly respond to the Council <br />would be a person who could more <br />likf~ly negotiate for the employees. He did <br />feel that the City Administrator did go to <br />bat for the employees in the past. But he <br />could see situations coming up in the future <br />where the City Administrator is really put <br />into an awkward position. On one side he is <br />trying to represent the employees; on the <br />other side he is dealing with his bosses - <br />thi;s is the reason for the change. <br />~uncilman Luce Conc:urred with. Attorney Rautenstraus's re- <br />mar}:s and stated that it was certainly appro- <br />priate for the City Administrator, within <br />thi:> language, to make a budget recommendation <br />of ~; percent for the employees for Council's <br />con:~ideration. <br />Mayor Meier Suggested that a committee of 3 employees <br />be :elected to negotiate for all employees. <br />RECESS Mayor Meier called a recess at 9:17 P.M. <br />Meeting reconvened at 9:26 P.M. <br />SECOND AMENDMENT Councilman Leary moved, Mayor Meier seconded <br />that: the last sentence of the ordinance read <br />SUCF[ COST OF LIVING INCREASES SHALL BE <br />RECC)MMENDED IN THE ANNUAL PROPOSED BUDGET <br />SUBMITTED BY THE CITY ADMINISTRATOR. <br />All in favor. Motion carried unanimously. <br />THIRD AMENDMENT Cour.~cilman Leary moved, Mayor Meier seconded <br />that: the second WHEREAS clause in the ordinance <br />be deleted. 6 Ayes - 1 Nay. Councilman <br />Fau~;on dissenting. Motion carried 6-1. <br />ate on Motion to Publish All in favor. Motion carried unanimously. <br />
