10/1.6/84 Page -6- <br />not <br />Mr. Rupp stated that it was/necessary that the <br />Agreement be signed this evening as it was a <br />draft proposal for Council comments. <br />Carolyn Holmberg, Director Ms.:Holmberc~ stated that her thinking was that <br />Boulder County Open Space if the Louisville City Council approves this <br />Agreement tonight; she didn't. think Lafayette <br />had it scheduled for their meeting this even- <br />ing as they recommended some wording changes <br />which was distributed to Council. Paragraph <br />1, page 2 revision was a clarification. <br />It was her feeling that it would be 2 weeks <br />before Lafayette would consider the Agreement. <br />If both Councils approve the agreement and <br />authorize their mayors to sign the document; <br />then she would request time on the Boulder <br />County Commissioners agenda so at least the <br />Mayors can meet with the Commissioners and <br />sign the Agreement. Louisville City Council <br />did have some recommended changes during their <br />last review of the agreement-one was on fund- <br />ing and some compromise wording was settled on. <br />Funding Because the County's posture was that the County <br />would pay no greater than a 50a share of acqui- <br />sition, with each of the cities paying 25%, <br />both Louisville and,~af~ye~te came back with <br />the recommendation„ _the County pay 2/3rds, and the cities <br />would. each pay 1/6th. What was settled on <br />in a very agreeable meeting was that the <br />County's share would be no less than 50%, which <br />essentially puts it on a case by case basis <br />to negotiate what that cost share might be, <br />which allows everyone involved some flexibility. <br />Proposed Uses Mrs. Holmberg stated another change had to do <br />with proposed uses of the open space area; and <br />Lafayette had requested some fairly specific <br />wording, which she was a little uncomfortable <br />with because in some instances it might be <br />viewed as restrictive and in other instances <br />it might be perceived as our tying ourselves <br />into a certain type of future use which may <br />or may not be appropriate on a particular piece <br />of land. What was done was simply insert word- <br />ing which already appears in the Boulder County <br />Comprehensive Plan and that appears in paragraph <br />7 of the draft. <br />Most of the other changes were simply changes <br />in the wording for clarification or to elaborate <br />
