Therefore, she felt that it was appropriate at the time of major review of municipal and county com- prehensive plans that they review any contracts pertinent to the implementation of this plan. In reply to Councilman Luce's question, Mrs. Holmberg did feel that a city would have a veto power under this agreement should they disagree with the other city. She also stated they also had the option of adding further parcels to Exhibit A if they wished to do so. Outdoor Recreation Areas Mr. Luce then referred the paragraph 7 - Out- door recreation areas and inquired what types of uses would be envisioned under this wording? Mrs. Holmberg stated that she didn't think it had every been specified; various uses have been discussed and because there is a difference from one parcel. to another, i.e. the wildlife that might be there; whether the terrain is suitable for various uses. Generally they have followed the position that each particular type of use would be reviewed on a case by case basis. The County's comprehensive plan says that for each piece of open space, the County will prepare a management plan and any deve:Lopment along with that management plan has to be reviewed by the Parks and Open Space Advisory Committee, by the County Planning Dept. and the Board of County Commissioners. bir. As to whether it would be appropriate to a:ny of the properties in Exhibit A would have to be reviewed.which would include the Boulder County Use Review that are not necessar- ily limited to the Parks and Open Space issues and Louisville would have an input into that process. Councilman Leary Referred to the (generally agreed to be fif- teen years) phrase and suggested the wording be changed to get the concept in there that it is-not a fine line period of time. That it is constantly involving 10-15 year plan- ning period.
