Therefore, <br />she felt that it was appropriate at the time <br />of major review of municipal and county com- <br />prehensive plans that they review any contracts <br />pertinent to the implementation of this plan. <br />In reply to Councilman Luce's question, Mrs. <br />Holmberg did feel that a city would have a <br />veto power under this agreement should they <br />disagree with the other city. She also stated <br />they also had the option of adding further <br />parcels to Exhibit A if they wished to do so. <br />Outdoor Recreation Areas Mr. Luce then referred the paragraph 7 - Out- <br />door recreation areas and inquired what types <br />of uses would be envisioned under this wording? <br />Mrs. Holmberg stated that she didn't think it <br />had every been specified; various uses have been <br />discussed and because there is a difference <br />from one parcel. to another, i.e. the wildlife <br />that might be there; whether the terrain is <br />suitable for various uses. Generally they have <br />followed the position that each particular <br />type of use would be reviewed on a case by <br />case basis. The County's comprehensive plan <br />says that for each piece of open space, the <br />County will prepare a management plan and any <br />deve:Lopment along with that management plan <br />has to be reviewed by the Parks and Open Space <br />Advisory Committee, by the County Planning <br />Dept. and the Board of County Commissioners. <br />bir. L~~e-- asked if Mrs. Holmberg would see <br />a Go-Cart Amusement Park as an outdoor recrea- <br />tion area. <br />She :replied in the broad sense of the term- <br />yes. As to whether it would be appropriate <br />to a:ny of the properties in Exhibit A would <br />have to be reviewed.which would include the <br />Boulder County Use Review that are not necessar- <br />ily limited to the Parks and Open Space issues <br />and Louisville would have an input into that <br />process. <br />Councilman Leary Referred to the (generally agreed to be fif- <br />teen years) phrase and suggested the wording <br />be changed to get the concept in there that <br />it is-not a fine line period of time. That <br />it is constantly involving 10-15 year plan- <br />ning period. <br />
