10/2/84 Page - 2 - <br />3ENTATION - LAKE PARK Councilmembers had a copy of a memo from <br />ROVEMENTS Director of Community Services Hioco. Mr. <br />Hioco stated that two meetings were held with <br />staff and the public and the results of those <br />meetings will be given in the presentation. <br />The request was for Council's authorization to <br />proceed with a master plan. Also Dave White, <br />an employee of Landplan Design Group had sub- <br />mitted a report on the lake and provided copies <br />for Council. Mr. Hioco requested that they <br />review this and get their comments back to him <br />by Friday of next week so that they can be in- <br />corporated into the master plan before the <br />first of the year. <br />Dennis Strah, Landplan Mr. Strah gave a slide presentation of the <br />Design Group, Denver preliminary proposals and results of the <br />workshops held. He also stated as a point <br />of clarification - Dave White is a Consultant <br />to the Landplan Design Group as an aquatic <br />biologist. Mr. Strah stated that they were <br />at a juncture on their design work and need <br />to have Council review this material and the <br />action requested would be Council's approval <br />to proceed with the actual master plan for <br />Lake Park. Laurie Emery was present and she <br />was the project manager who spearheaded much <br />of the project. <br />Lake Park consists of .approximate .8 of an <br />acre and historically has been used as a <br />flood control system and it is slowly filling <br />up. A site analysis was done documenting the <br />area as to the size of the lake, bikeways and <br />trails. One of Landplan's endeavors will be <br />to revitalize the lake - to redevelop it and <br />make it more of an aesethetic and recreational <br />amenity. It was determined also that the lake <br />is 3' deep in some areas, over 70% of it is <br />less thatn 12' deep. Yearly more and more <br />.ground is being last and consequently any kind <br />of habitat that is involved is slowly dying off. <br />Positive aspects are that there is marsh and <br />some of the drainages that are coming into the <br />lake do help to create a situation where it <br />is not a stagnant body of water. One of the <br />major concerns of the residents near the green- <br />belt area was the type and quality of grasses <br />that are currently being used. <br />Landplan Design Group looked at the develop- <br />ment of 3 different concepts on how to handle <br />the lake. They propose in the initial concept <br />that the lake ought to be deepened to a mini- <br />mum of from 6' to 7' in order to maintain a <br />fish habitat that might be desired. <br />
