One of the recommendations <br /> to help alleviate this problem is a proposal <br /> to extend the lower speed limit to the alley <br /> between Johnson and McKinley Sts. to 20 MPH. <br />Poor Circulation Mr. Romsey stated that last year some changes <br /> were made and had traffic going up McKinley <br /> one-way through the driveway along the School <br /> and then out on Garfield. There have been <br /> problems with parents going in on Garfield <br /> thru the wrong way. To help alleviate this <br /> problem a "DO NOT ENTER" sign will be installed <br /> by the City on the other side of the street. <br /> Also we are recommending that the School mount <br /> some signs on their fence "ONE WAY" so that <br /> the parents will see it clearly posted when <br /> they drive down Garfield; or if they enter <br /> the alley do not turn right; or if they come <br /> down McKinley and see the "ONE WAY" sign <br /> and not go in and turn around as some people <br /> have been doing. Also placing "DO NOT ENTER" <br /> signs on each side of the alley. This is to <br /> be used for the residents not as an access to <br /> the School driveway. <br />. of School Driveway Originally the School had proposed to place <br />After Hours cables across the driveway to keep people out <br /> when it wasn't being used as a drop-off zone. <br /> Cables were installed at one end and they are <br /> intending to place them at the other end also <br /> because in the evenings and on weekends young <br /> people go in there and park and leave beer <br /> bottles, etc. <br />Children Darting Between Cars There was also a complaint that as traffic <br /> backs up from the Garfield Stop Sign from <br /> Pine St. children are darting in and out be- <br /> tween cars along that street. To alleviate <br /> this problem, the proposal is to get the <br /> School and parents to educate their children <br /> not to dart in and out of traffic. <br />General Safety Concerns Mr. Romsey stated requirements of adopted policies <br /> of Uniform Traffic Control Devices of the Model <br /> Traffic Code to improve the safety overall, we <br /> need to get the School and City officials to- <br /> gether to design a school route plan, which <br /> would provide the most direct and safest route <br /> for children and instruct them to follow it. <br /> When this route is established to adopt and <br /> sign it in the proper places. This must be <br /> a joint effort between the City and the School. <br />
