9/18/84 Page -10- <br />~uncilman Fauson Commented that Commissioner Heath was <br />Urban Drainage Funds a member of the Urban Drainage for this <br />area and inquired if there was a possi- <br />bility of obtaining some funding there <br />to help alleviate this problem. <br />Acting City Administrator Rupp advised that <br />the study that Engineer Huson spoke of <br />was done through Urban Drainage and they <br />had designated certain priorites for <br />Louisville and what funds were available; <br />but for major construction projects such <br />as this he was not certain if funds were avail- <br />able. He would check into it. <br />RECESS Mayor Meier called a recess at 9:10 P.M. <br />The meeting reconvened at 9:23 P.M. <br />WATER TREATMENT PLANT Director of Financial Services Asti-Caranci <br />FINANCING had provided Councilmembers with a copy <br />of the various scenarios and a summary of <br />the cash flow for their review ,relative <br />to the financing of the expansion._of the <br />north treatment plant. Scenarios pre- <br />sented included a 3% tap fee increase, a <br />3.5 mil lion .dollar bond issue in 1/1/1989, <br />and Homart funding of $724,000 in 1985. <br />Also included were assessments, 3% inflation, <br />and construction expenditures. She explained <br />the deficits and surpluses through the <br />various years and each line item of the in- <br />formation. The carryover balance was based <br />on all building permits being taken out for <br />1984 and 1985. Ms. Asti-Caranci also ad- <br />vised in reply to Cou ncilman Leary's in- <br />quiry that if in 1988 we wouldn't receive <br />any of our Superior taps how this would <br />impact the cash flow. If the Superior taps <br />were not received for 1988 or 1989 we would <br />still have an ending fund balance in 1989 <br />of approximately 1.9 million dollars. <br />David Stahl, 314 So. 80th Ave. Mr. Stahl stated there were 5 points re- <br />Representing Homart garding Homart Development's commitment <br />of funds to the expansion of the north <br />water treatment plant. One was that Homart <br />would contribute the $761,000 currently <br />allocated to the construction of the Howard <br />Berry Plant to the north plant, less what- <br />ever costs that have been incurred to pay <br />for design of their portion of the costs <br />for the Howard Berry plant. In addition <br />
