9/4/84 Page -9- <br />if the Howard Berry were built to 2MDG <br />capacity there will be a buffer of 50-70%. <br />Each year that buffer will go down and <br />there will be a point where the City will <br />have to decide how much cushion they want. <br />As an example, Mr. Schuler used 5o and <br />stated 5% of the residential use would be <br />200 taps, 50 of the total usage would be <br />approximately 400 taps. He did not know <br />of anyone that had a set percentage, felt <br />this was an individual decision. <br />Councilman Luce referred to Mr. Schuler's <br />calculations where the existing wastewater <br />system would reach capacity at either the <br />increase of another 660 units or 700,000 <br />5.F. of Commercial, is that to be calculated <br />that you are right on the line and there <br />would be no play there? Mr. Schuler stated <br />this was correct. The present plant has <br />a total permitted capacity of 1.34 MGD how- <br />ever this could be increased beyond 1.40 MGD <br />by utilizing the aerated lagoons. He did <br />not think that the capacity could be increased <br />effectively without contruction and expansion. <br />,:ouncilman Leary Commented that it appeared that we are only <br />marginally ahead of the demand; but it also <br />appears that our ability to finance this is <br />is tied to the number of permits that will <br />be issued. It was his feeling that we may <br />be able to start July 1, 1985 depending on <br />what happens the first half of the year. <br />If we don't start July 1st it is because <br />the increased demand hasn't. occurred. <br />Mr. Leary asked if construction could be <br />delayed until September or December, 1985. <br />Mr. Schuler stated that it could but the <br />price would be increased for winter con- <br />struction. In reply to Mr. Leary's in- <br />quiry if there was seasonal flucuation in <br />wastewater treatment Mr. Schuler stated <br />not noticeably perhaps 20% more in the <br />summer . <br />Councilwoman Morris Commented that she too felt the cushion <br />was very marginal at the wastewater plant. <br />She expressed her concern about not having <br />any buffer if 660 residential units or <br />700,000 S.F. of Commercial or a combination <br />of these were added to the system. <br />
