8/7/84 Page -14- <br />Mr. Hioco wasn't certain of the completion <br />date at this time. Stated he would first <br />like to go with the tree plans that the <br />company would present to Council and the <br />publ=ic; get a price and then work with the <br />cost estimate. It may have to be done in <br />2 phases or there may be enough money to do <br />it in one phase. Construction could begin <br />as soon as weather permits. He favored receiv- <br />ing public input, bringing it back to <br />Council and that a public meeting be held <br />before construction begins. <br />LANDPLAN DESIGN GROUP Mayor Meier moved, Councilman Luce seconded <br />DESIGNATED that Landplan Design Group be designated for <br />Lake Park improvements. All in favor. Motion <br />carried unanimously. <br />TEMPORARY STOP SIGNS Acting Administrator Rupp advised that Items <br />REPORT I. J. and K. were traffic related matters <br />and Director Kasch had prepared a number of <br />memos ,for Council, which had been provided <br />to them, and he would discuss these with <br />Council. <br />Mr. Kasch stated that his staff had surveyed <br />6 potential intersections to review the aver- <br />age speeds on the 25 mph routes at morning and <br />afternoon peak hours. The average speed on <br />Hoover Ave. was 29.34 and at Madison/folk <br />it was 31.52 mph. Accident reports for <br />specific incidents along these routes in <br />18 months were: <br />Hoover @ Bella Vista Drive 3 <br />Hoover @ West Street 1 <br />Pine @ Polk Ave. 1 <br />Polk @ So. Madison Ave. 1 <br />Mr. Kasch stated the most urgent traffic- <br />pedestrian problems exist at Hoover and <br />West Streets, where upwards of 65 children <br />either traverse, or move during the morning <br />and afternoon school times. The nature of <br />the road curvature, and the need for a formal <br />school crossing, are primary reasons to sup- <br />port a stop sign at this location. Advance <br />warning signage for "STOP AHEAD" is recom- <br />mended as well as crosswalk striping and <br />school crossing zone signs. <br />Director Kasch wished to make Council aware <br />that none of the locations meet stop warrants, <br />and the reasons for such signage forbid sign- <br />age for temporary purposes, or for speed <br />control.
