That <br />equals the $382,800. Now we are discussing <br />- $429,600 - lie found out that there is a <br />question whether the. 39 taps have been issued. <br />He hoped that the letter did not indicate <br />or lead Council to believe it was a threat; <br />': it is a matter of economics. Columbine Homes <br />is one of the large builders in Louisville. <br />When Administrator Wurl confronted them some- <br />time ago about the situation on South Boulder <br />Road, he and Bill Butler went down to their <br />banks on bended knee. They didn't like the <br />whole idea in the first place $382,800 to <br />front the City of Louisville was a substanti.a:i. <br />request in their eyes. However they made <br />their presentation and were successful. He <br />had conversations with Columbia Savings this <br />morning; they were dismayed to find out that <br />they were in this predicament of basically <br />_ wanting to help the City of Louisville get <br />South Boulder Road improved; yet not necessar- <br />ily being in a catch 22 situation - he was not <br />trying to down-describe the water problem but <br />he didn't feel that their 39 taps in question <br />are contributing to the problem. But they <br />do have a real problem with their financial <br />institution to come up with this kind of <br />money and not in fact come up with building <br />- permits. <br />Councilman Luce Inquired if there was any legal pre-requirement <br />that this be done upfront. <br />Attorney Rautenstraus advised that they are <br />required to pay their share but that would be <br />~ amortized over the rate that the units would <br />be built as opposed to collecting it upfront. <br />Councilman Luce commented he was not sure <br />what framework Council wants to address the <br />mryiad of problems with this particular issue. <br />It seemed to him as though they have a number <br />of questions and items to try to deal with <br />and he was not sure what the best format was <br />to do that in. His concern was that Council <br />has been:_and will be given over time, many <br />good and emotional appealing reasons why they <br />should grant individual or larger than indi- <br />vidual requests; and that is not to say that <br />those requests aren't sincere or valid. On <br />the other hand he was truly concerned that <br />given the information that was presented last <br />Saturday, Council doesn't know whether they: <br />will have difficulty if they honor these con- <br />cerns and allow those permits to go out;~ourtci,l <br />does not know whether they will be able to <br />supply water next summer; and until that <br />issue can be resolved, he was not certain <br />how some of these requests could be dealt with. <br />
