That equals the $382,800. Now we are discussing - $429,600 - lie found out that there is a question whether the. 39 taps have been issued. He hoped that the letter did not indicate or lead Council to believe it was a threat; ': it is a matter of economics. Columbine Homes is one of the large builders in Louisville. When Administrator Wurl confronted them some- time ago about the situation on South Boulder Road, he and Bill Butler went down to their banks on bended knee. They didn't like the whole idea in the first place $382,800 to front the City of Louisville was a substanti.a:i. request in their eyes. However they made their presentation and were successful. He had conversations with Columbia Savings this morning; they were dismayed to find out that they were in this predicament of basically _ wanting to help the City of Louisville get South Boulder Road improved; yet not necessar- ily being in a catch 22 situation - he was not trying to down-describe the water problem but he didn't feel that their 39 taps in question are contributing to the problem. But they do have a real problem with their financial institution to come up with this kind of money and not in fact come up with building - permits. Councilman Luce Inquired if there was any legal pre-requirement that this be done upfront. Attorney Rautenstraus advised that they are required to pay their share but that would be ~ amortized over the rate that the units would be built as opposed to collecting it upfront. Councilman Luce commented he was not sure what framework Council wants to address the mryiad of problems with this particular issue. It seemed to him as though they have a number of questions and items to try to deal with and he was not sure what the best format was to do that in. His concern was that Council has been:_and will be given over time, many good and emotional appealing reasons why they should grant individual or larger than indi- vidual requests; and that is not to say that those requests aren't sincere or valid. On the other hand he was truly concerned that given the information that was presented last Saturday, Council doesn't know whether they: will have difficulty if they honor these con- cerns and allow those permits to go out;~ourtci,l does not know whether they will be able to supply water next summer; and until that issue can be resolved, he was not certain how some of these requests could be dealt with.
