Louisville City Council Meeting <br />May 18, 2004 <br />Page 6 of 11 <br /> <br />Mayor Sisk called for City Attorney introduction. <br /> <br />City Attomey Sam Light read Ordinance No. 1449, Series 2004. <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Assistant City Manager for Governmental Relations Heather Balser reported that <br />Ordinance No. 1449, Series 2004 extends the current electric and gas franchise granted <br />by the City of Louisville to Public Service Company of Colorado. The current franchise <br />terminates May 10, 2004 with a proposed extension to and including November 10, 2004, <br />or over a six month time period. The extension is being requested to allow additional <br />time for consideration of proposed changes to the franchise. The terms, conditions and <br />covenants of the franchise shall remain in full force and effect to and including <br />November 10, 2004. <br /> <br />Mayor Sisk opened the public hearing asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1449, Series 2004. There were no comments. <br /> <br />COUNCIL COMMENTS <br /> <br />Council member Brown requested clarification for the delay. Balser stated the City <br />Attorney prepared a redline draft which has been submitted to Xcel Energy for their legal <br />staff review. <br /> <br />Mayor Sisk noted there are complicated issues to be discussed. <br /> <br />Mayor Sisk called for public comment, and hearing none, closed the public heating. <br /> <br />MOTION: Council member Keany moved to approve Ordinance No. 1449, Series 2004. <br />Council member Brown seconded the motion. Roll call vote was taken. The motion <br />passed by a vote of 7-0. <br /> <br />PICKETT PROPERTY PROPOSED ANNEXATION AND ZONING <br /> <br />Mayor Sisk requested the Staff presentation on the Pickett property, include all agenda <br />items: Resolution 29, Series 2004, Ordinance Nos. 1446 and 1447, Series 2004, and the <br />Annexation Agreement. <br /> <br />City Attorney read Ordinances No. 1446 and 1447 and reviewed the proposed Pickett <br />annexation, zoning and annexation agreement. <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Planning Director Paul Wood explained Resolution No. 29, Series 2004, finds the Pickett <br />Parcel (including City owned Parcels) eligible for annexation. The 4.98 acres proposed <br /> <br /> <br />
