SUMMARY: <br />The applicant requests a variance from Section 17.12.050 of the Louisville Municipal Code <br />Old Town Overlay Zone District requirement for a maximum floor area ratio of 0.50 to allow <br />a floor area ratio of 0.63 to construct an addition to the principal structure and construct <br />living space above the detached garage. The existing home on the property has a floor <br />area ratio of 0.49. The addition to the principal structure is for a laundry room/mudroom on <br />the main floor. The applicant also desires to add living space above the detached garage <br />for a bedroom. <br />BACKGROUND: <br />The subject property is zoned Residential Medium (R -M) and located in the Jefferson <br />Place subdivision, platted in 1880. The existing home was built in 2006. The property <br />fronts La Farge Avenue and is part of the Old Town Overlay area. The property currently <br />has 1,534 square feet of development on a 3,125 square foot lot resulting in a floor area <br />ratio of 0.49. <br />The subject lot consists of one of the original Jefferson Place platted lots, and is 25 -feet <br />wide and 125 -feet deep. The majority of the subdivision plat included lots 25 -feet wide and <br />125 -feet deep, with some exceptions on corner lots. Over time, some of the properties in <br />the subdivision developed on the original lot, while the majority developed over multiple <br />lots or partial lots. Figure 2 below reflects current property areas in the Jefferson Place <br />subdivision with the subject property identified in yellow. <br />The Louisville Municipal Code defines Floor Area as the area included within the outside <br />walls of a building or portion thereof including habitable tenant houses and attic space, but <br />not including vent shafts, courts or uninhabitable areas below ground or in attics. <br />Whereas, lot coverage generally consists of the footprint of the covered area, floor area <br />combines the square footage of first and second floors with the exclusions noted in the <br />definition and excluding covered porches and other unenclosed spaces. The Old Town <br />Overlay Zone District standards vary based on lot size and lot width, including the <br />standards for floor area ratios. The following are the allowed floor area ratios: <br />1. For a lot having a lot area of less than 4,000 square feet: 0.50 [emphasis <br />added]. <br />2. For a lot having a lot area of 4,000 to 5,999 square feet: 0.45 or 1,999 square <br />feet, whichever is greater. <br />3. For a lot having a lot area of 6,000 to 6,999 square feet: 0.40 or 2,699 square <br />feet, whichever is greater. <br />4. For a lot having a lot area greater than 7,000 square feet: 0.35 or 2,799 square <br />feet, whichever is greater. <br />The subject property has a lot size of 3,125 square feet, which permits a floor area ratio of <br />0.50, or 1,562.5 square feet of interior developed area (minus excluded areas in the <br />definition). The Jefferson Place subdivision was originally platted with 167 lots, however <br />currently Boulder County assessor lists 98 parcels, which reflect that some properties <br />2 <br />
