Authority, for good cause, may waive this time requirement. Local applications for renewal shall be on the forms provided by the Authority Secretary's office. (b) The Authority Secretary shall forward all renewal applications, as received, to the Local Licensing Authority. No public hearing shall be required on a renewal application (except for a renewal of a license transferred to a financial institution by virtue of foreclosure); provided, however, that the Authority may cause a hearing on the application for renewal to be held, and a hearing shall be held prior to any denial of a renewal application.
