City Council <br />Meeting Minutes <br />October 17, 2017 <br />Page 10 of 15 <br />Councilmember Loo stated the Open Space & Parks Fund shows 1.9M in reserves for <br />2018. We aren't spending it on operations if it is shows as reserves at the end of the <br />year. <br />Councilmember Stolzmann stated it was a big change to move the underpass funding to <br />the Capital Fund. She proposed keeping the General Fund transfer and putting back the <br />underpass funding in the Open Space and Parks Fund which would spend down the <br />reserve. <br />Councilmember Loo doesn't want the public to feel as though the fund has been <br />"robbed" when the balance drops when we change the formula. <br />Mayor Muckle noted we have drawn down the Open Space and Parks Fund drastically <br />over the years to fund operations. It is not the objective to eliminate the reserve in the <br />parks fund as we can use that for future acquisition. <br />Councilmember Maloney noted open space and parks are very important and haven't <br />been funded high enough to maintain what we have. We need a policy to address this; <br />a policy that clarifies transfers in a very clear way. We need to fund appropriately and <br />have a policy and priority setting. He agreed it is an open space trail and some of the <br />funding could be funded by the Open Space & Parks Fund. <br />Mayor Muckle suggested paying one-half of the underpass from the Capital Fund and <br />one-half from the Open Space & Parks Fund. <br />Mayor Pro Tem Lipton reminded the Council this is the second year of a biennial <br />process and we should not be making large changes this year. He supports leaving the <br />underpass in the Open Space & Parks Fund and then allow the Finance Committee to <br />suggest a new policy next year. <br />Councilmember Keany asked if it is realistic to build the underpass the in 2019; we <br />could leave funds in Open Space & Parks Fund to use that for deferred maintenance for <br />parks and open space. He is comfortable leaving things as is for now. One change <br />could be to move the underpass from 2018 to 2019. <br />Councilmember Stolzmann proposed leaving the General Fund transfer as it is <br />presented, and put the underpass funding in the Open Space & Parks Fund not the <br />Capital Fund. <br />Mayor Muckle stated he could support moving the underpass back to Open Space & <br />Parks Fund. Councilmember Keany agreed. <br />Councilmember Maloney proposed a one-year transfer from the General Fund to the <br />Open Space & Parks Fund of 880,000 and leave the underpass at $750,000 in the <br />26 <br />
