City Manager Bill Simmons confirmed Conservation Trust Acquisition <br />funds would not be used for the Bella Vista right-of-way. <br /> <br />MOTION: Council member Keany moved for approval of Resolution No. 34, Series <br />2004, seconded by Council member Brown. <br /> <br />Mayor Sisk offered a friendly amendment that no open space funds would be used for <br />right-of-way purposes. Council members Keany and Brown accepted the amendment. <br /> <br />VOTE: Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />APPROVAL OF THE HARNEY-LASTOKA OPEN SPACE PROPERTY <br /> MANAGMENT PLAN <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Community Facilitator Meredyth Muth reviewed the history of the Hamey-Lastoka Open <br />Space Parcel, which was purchased in 1985 by the Boulder County and the cities of <br />Louisville and Lafayette through the 1993 Intergovernmental Agreement (IGA). The <br />IGA consisted of the 135 acres at the southeast comer of State Highway 42 and South <br />Boulder Road. The intent of the IGA was to create an open space buffer between <br />Louisville and Lafayette and maintain the agricultural heritage of the property. Boulder <br />County has maintained the property and the City has budgeted funds and annually <br />reimbursed the County for 25% of the costs. <br /> <br />Muth explained the County has presented the draft management plan to the open space <br />boards and historical boards of all three entities. Members of the Louisville Commission, <br />Historic Preservation Commission, and Open Space Advisory Board have reviewed the <br />draft and were supportive of the plan. The plan now needs approval from Louisville and <br />Lafayette City Councils and the Boulder County Board of Commissioners. Muth <br />summarized the Hamey-Lastoka Management Advisory Committee's management plan <br />recommendations. Those recommendations are as follows: <br /> <br /> Maintain agricultural use of the site <br /> Developing a site plan including, trails, trail connections, and building restoration <br />· Interpreting the historical aspects of the site <br /> <br />PUBLIC COMMENT <br /> <br />Sara Melena, Boulder County Parks & Open Space, stated the City of Lafayette had <br />scheduled a meeting to approve the plan, but lacked a quorum to take any action. <br /> <br />City Manager Bill Simmons asked for the City's cost of the improvements.
