SUBJECT: PUBLIC ART POLICY <br />DATE: NOVEMBER 14, 2017 <br />PAGE2OF2 <br />ii. Designate a City Board/commission to oversee the public art <br />program. <br />iii. Research and propose a dedicated funding stream to support <br />public art. <br />b. Review inventory of city -owned public artwork. <br />i. Identify opportunity for increased diversity in theme, medium <br />and appeal of new public art pieces. <br />ii. Acquire/commission public artwork that expresses community <br />character. <br />For the creation of this Public Art Policy, staff and the Louisville Cultural Council <br />conducted research of best practices for Public Art programs. Particular focus was <br />given to the best practices for Public Art Projects established by the Public Art Network <br />Council and the Americans for the Arts in 2016. Research also included review and <br />analysis of public art policies in place in Front Range communities and leading art <br />communities throughout the United States. <br />The attached draft of the Public Art Policy seeks to create a process by which the City <br />can acquire and manage public art while making sure that placement, general <br />appropriateness and ongoing maintenance are considered. The policy outlines a <br />process by which the City may accept or reject a proposed piece of artwork and creates <br />a policy for appropriate de -accessioning artwork as necessary. <br />The Louisville Cultural Council discussed the draft of the Public Art Policy at meetings in <br />September and October of 2017 and supports the attached draft. <br />FISCAL IMPACT: <br />The City of Louisville does not currently have a public art fund or public art budget and <br />this policy does not create a fund or include a request for funding. This policy applies <br />either to artwork donated to the City or purchased within the current budget and meets <br />current purchasing policies. <br />RECOMMENDATION: <br />Staff is seeking discussion from City Council on the draft Public Art Policy. <br />ATTACHMENT(S): <br />1.
