City Council <br />Meeting Minutes <br />November 6, 2017 <br />Page 2 of 17 <br />The City Manager is requesting an executive session for consultation with attorneys <br />representing the City regarding pending litigation, which in this case does not involve a <br />pending lawsuit but situations where lawsuits may result. City Attorney Light joined in <br />that request stating he believes the situations that are the topic of the discussion are of <br />such a nature that legal action may result. <br />Mayor Muckle moved to go into executive session for the purpose of consultation with <br />the attorneys representing the City with respect to pending litigation, and that the <br />executive session include the City Manager, City Attorney, Planning Director, Economic <br />Development Director, and attorney Marni Nathan. Councilmember Keany seconded <br />the motion. Voice vote passed 7-0. <br />Members went into executive session at 6:03 pm. <br />Members returned from executive session at 7:02 pm. <br />REPORT — DISCUSSION/DIRECTION/ACTION — PENDING LITIGATION <br />Attorney Light reported the Council did not finish their discussions and would need to <br />continue the executive session after the regular meeting. Councilmember Leh moved to <br />continue the executive session after the regular meeting; Councilmember Stolzmann <br />seconded the motion. Voice vote; all in favor. <br />REGULAR MEETING <br />Call to Order — Mayor Muckle called the meeting to order at 7:04 p.m. <br />Roll Call was taken and the following members were present: <br />City Council: Mayor Robert Muckle <br />Mayor Pro Tem Jeff Lipton <br />Councilmember Jay Keany <br />Councilmember Chris Leh <br />Councilmember Susan Loo <br />Councilmember Dennis Maloney <br />Councilmember Ashley Stolzmann <br />Staff Present: Heather Balser, Interim City Manager <br />Kevin Watson, Finance Director <br />Aaron DeJong, Director of Economic Development <br />Kurt Kowar, Director of Public Works <br />Rob Zuccaro, Director of Planning & Building Safety <br />Lisa Ritchie, Associate Planner <br />Erika Archer, Sustainability Coordinator <br />29 <br />
