Revitalization Commission <br />Minutes <br />November 13, 2017 <br />Page 2 of 4 <br />Council member Loo sent to Chair Fisher a link to an article about Denver South Fire <br />District suing the City of Parker's Urban Renewal Authority, accusing it of diverting <br />taxpayer dollars. Chair Fisher would like an update from Attorney Sam Light at the next <br />meeting. Commissioner Gorsevski asked if people are opposed to what the LRC is <br />doing. Interim City Manager Balser replied that we have a cooperation agreement with <br />Council and the County to ensure cooperation of efforts and funding. <br />Business Matters of Commission <br />Referral — 712 Main Street — Boulder Creek Builders <br />(Mayor Muckle arrived at 7:46 and immediately recused himself from the room for this <br />discussion.) <br />Economic Development Director DeJong said The LRC has been asked to comment on <br />redevelopment at 712-722 Main. DeJong does not know the timing for the meetings to <br />go to Planning Commission and City Council. <br />The current buildings are not older than 1955, which doesn't require an analysis of <br />historic significance for demolition. <br />DeJong believes Boulder Creek is meeting most of the requirements, providing as much <br />on-site parking as they can to avoid paying the parking fee -in -lieu. There was <br />discussion about traffic in and out of the parking area. <br />Commissioner Gorsevski would like to request charging stations even though they are <br />not part of our code. <br />Commissioner Menaker made a motion to authorize a letter of support to be forwarded <br />to Planning Commission and City Council in support of the project. Commissioner Tofte <br />would like DeJong to investigate any way the Urban Renewal Authority can help. <br />Commissioner Lathrop suggested perhaps helping with alley access and make the <br />space a public amenity. He said alley access is unique and agreed that the LRC should <br />find a way to be helpful. <br />Randy Caranci noted it is important to draw retail back to the space. <br />Draft 2018 LRC Budget and TIF Model <br />Mayor Muckle returned to the meeting at 7:50 am. <br />City Council requested the budget be on regular agenda for December 19th. DeJong <br />asked LRC to be present. Heather said Council simply wants to review the budget. She <br />noted she does not know when DRCOG money for parking study will be available — <br />there is a delay and she is waiting to hear from DRCOG. Commissioner Menaker has <br />concerns about working with DRCOG. Regional projects should be someone else's <br />problem. Expansion of scope troubles him. <br />Commissioner Gorsevski asked what is the opposing viewpoint for the parking analysis? <br />The holistic view is to know what could be the future demand for parking. Commissioner <br />Menaker said there is a "if you build it, they will come" view. Infrastructure drives land <br />
