Davidson Mesa Off -Leash Area History <br />• April 2000 — City considering placing a high tensile fence to separate dog leash <br />areas from off -leash areas, as the signs identifying the spaces often <br />disappear. <br />• October 2000 — The off -leash area fence was extended just short of the native <br />grass area. (no indication of where native grass area is) <br />• February 2002 — OSAB discussed realignment of off -leash area. (no specifics) <br />• October 2002 — Board member mentioned that on a recent visit, it was noticed <br />that the gate on the west end of the off -leash area was missing. <br />• December 2002 — Cindy Lair had received a complaint from a council member <br />about the gate on the west end of the off -leash area being locked. <br />• August 2003 — Bob Muckle wants the Board to consider removing the off -leash <br />area in coordination with creating a loop trail on Davidson Mesa. <br />• September 2003 — Gary Mansdorfer brought to attention that the gate on the west <br />end of the off -leash area had been chained open. <br />- OSAB makes recommendation to consider fully enclosing the <br />"dog run" and that the gate on the west end be removed. <br />• November 2003 — Motioned that perimeter trail option that includes the existing <br />"dog run" be recommended. Passed 6-1. <br />- Board member states in response to citizen concern that the <br />Board had recommended removing or closing any "dog parks", <br />nor had the Board ever recommended no parks on open space. <br />• May 2004 — Gary Mansdorfer moved that the Board endorse an off -leash dog <br />park at Community Park in order to take pressure off the City's open <br />space system for off -leash dog areas. The motion included Board <br />recommendation that no new off -leash areas be designated on open <br />space to be consistent with the Open Space Master Plan. Motion <br />passed 4-0. <br />- In discussion of Community Park, it was noted that the Planning <br />Commission recommended the approval of Community Park with <br />that condition that the dog park was removed from the project. <br />During the Planning Commission meeting, there were some public <br />comments that did not favor a dog park at Community Park. OSAB <br />discussed the concept of off -leash areas their relative incompatibility <br />with open space. It was noted that the Davidson Mesa off -leash area <br />does not provide the same amenities that would be provided by the <br />dog park at Community Park such as a water feature and turf area. <br />10 <br />
