PAGE2OF3 <br />• The City of Louisville Open Space Mission is "To conserve and restore open <br />space through land acquisition and management for the protection of natural and <br />cultural resources and provide opportunities for education, volunteering and <br />appropriate passive recreation." <br />• Per City Ordinance 1483, Sec. 4.04.010: In the use of City Open Space, it is <br />unlawful for any person to: <br />M. Bring or maintain any dog or other animal on an Open Space, unless such <br />dog or other animal is kept at all times on a leash not to exceed 15 feet in length <br />and is under the physical control of its owner or custodian. The only exception to <br />leash control on City Open Space is designated and signed "dog off -leash" areas <br />where dogs may be off -leash only in accordance with the rules and regulations <br />application to such dog off -leash area. <br />N. To not pick up and properly dispose of any feces from any dog or other animal <br />under such person's ownership or care. <br />Proposal: <br />We, the Open Space Advisory Board (OSAB), propose to partner with the Parks and <br />Public Landscaping Advisory Board (PPLAB), to research and develop a set of <br />recommendations for the City Council with the goals of increasing opportunities for <br />human and dog off -leash recreation and improving and maintaining the preservation <br />and protection of Open Space land. Possible topics and recommendations may include: <br />Property Management <br />• Implementing dog park and off -leash area management best practices <br />• Education about and stricter enforcement of City Ordinances regarding dogs off - <br />leash and waste removal on all City Open Space and Parks properties <br />• Proactively temporarily closing the Davidson Mesa Dog Off -leash Area in <br />response to inclement weather or to prevent health, safety, or property <br />management issues on the property in order to preserve and protect the natural <br />environment and ecosystems <br />Property Acquisition and Facility Development <br />• Joint advisory board support for the acquisition of new park lands for dog park <br />purposes near Davidson Mesa and in underserved neighborhoods <br />• Conversion of under-utilized park land to dog park purposes and facilities <br />CITY COUNCIL COMMUNICATION <br />
