City Council <br />Meeting Minutes <br />November 28, 2017 <br />Page 2 of 16 <br />Attorney Light stated the City Charter generally provides that the City Council may not <br />engage in substantive discussions or take formal action on a subject not listed on the <br />agenda, except it also provides the City Council may do so upon a finding by the Mayor, <br />as the presiding officer, that such discussions or action will promote the general welfare <br />of the City. It is important the matter be acted upon before the next City Council <br />meeting, and it would be injurious to the City to await action until the next City Council <br />meeting. <br />Mayor Muckle stated as discussed, the Council would like to interview additional <br />candidates To do that, and to maintain our schedule, there is a need to select more <br />candidates to invite and give direction so people can make arrangements. There won't <br />be another meeting before the scheduled candidate activities begin on December 4 <br />And so, I find that acting now to increase our candidate pool will promote the general <br />welfare of the City by giving us a broader array of candidates; also, given our schedule I <br />find it is important we discuss and act on this tonight and that it would be injurious to <br />wait because our next meeting is not until after our planned candidate activities start. <br />Mayor Muckle moved to add to the agenda an executive session for the purpose of <br />further discussion of non -finalist application materials and discussion of a personnel <br />matter for informational purposes only for the City Manager recruitment, and that we <br />add a direction and action item after the executive session to designate additional <br />interview candidates <br />Councilmember Loo seconded the motion. Voice vote: all in favor. <br />Mayor Muckle moved to approve the agenda as amended, seconded by <br />Councilmember Loo Voice vote: all in favor. <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />Chief John Wilson, Louisville Fire Protection District, stated he was here for his <br />quarterly visit to answer questions and to thank the Council for passing the <br />intergovernmental agreement between the City and the District. He noted Resolution <br />No 68 on tonight's agenda supports the safety of first responders and stated his <br />support for this resolution for the safety of first responders <br />Councilmember Loo asked Chief Wilson to be involved in the Transportation Master <br />Plan the City will be working on in 2018. She would like input from the Fire District on <br />the plan <br />Deb Fahey, 1118 West Enclave Circle, stated her support for the recent United Nations <br />Kigali Agreement related to climate change that bans HFCs worldwide <br />APPROVAL OF THE CONSENT AGENDA <br />
