The Authority had no changes to the report. Chairperson
Lipton inquired whether having become a home rule city would change the
procedures of the Authority. Attorney Light explained that the State of Colorado
laws preempt any local laws concerning liquor licensing and that no changes
should occur.

POLICE DEPARTMENT REPORT

A. Incident Report- Druids Arms (12/08/02)

The Authority concluded that the establishment acted as it should have by calling
the police because of disruptive patrons.

B. Incident Report - Druids Arms (01/04/03)

The Authority felt there was insufficient information included in the report to go
forward with a Show Cause Hearing. Deputy Clerk Schmidt stated that there
was no follow up done on this report. She had spoken with Detective Gordanier
earlier about this incident.

The Authority had a lengthy discussion regarding the lack of information given to
them in the police reports. Chairperson Lipton wondered if a letter to Chief
Goodman would be helpful. The Authority then discussed having a work session
instead.

C. Incident Report - Druids Arms (12/13/02)

Member Wilson was concerned that one of the people involved in the incident
may have been served alcohol while visibly intoxication.

G:\LIQUOR\2003\MINUTES\MINUTES JAN 03.DOC
