Building Code Board of Appeals
Minutes
9/25/08

Mike Jones said that Boulder County might adopt the AINSI standard (American
National Standards Institute) for residential. He will try to get the commercial
standard plans for national as soon as it comes out.

Board of Appeals Comments

Matthew Berry expressed he is glad that the Board of Appeals has not yet
adopted any Green Built program yet because it seems there are more products
and choices coming out. He said it is too soon to make a decision on a plan for
Louisville.

Peter Geise said the German house standards also measure how much fuel it
takes to heat the structure for a lifetime and that the Germans have been doing
this for years.

Mike Jones said the 2009 code will be more stringent. Parker, Colorado is
enforcing the National Energy Code and Manual "J". The Parker Building Official
told Mike at the convention last week, that the city of Parker is not busy. Parker is
currently just enforcing what is in the code and it is working well. The Parker
Building Official also analyzed Markel Home's project in Louisville. He said that
Markel is in great shape in Louisville for meeting a Manual "J" code standard.
This code is built in the ICC Code for 2003-2006. Mike stated a topic to think
about for the next meeting would be to think about adopting the 2009 code
sometime next year. Every new construction home will be sprinkled in the 2011
code. Cities can throw out or amend the upcoming fire sprinkler code in their
future.

Rex Olson said there are too many choices and possible products out there at
this point in time to make any recommendation to council. We do not have
enough information on budget comparisons from different municipalities to reflect
on how a particular Green Built program will possibly impact our City budget.

Mike Jones stated at the next meeting, he will hopefully have more copies of the
upcoming options which are currently not yet published. If and when he gets new
options, he will send a memo to Chuck Sisk and Malcolm Fleming as to where
this Board of Appeals is at on the research for the time being.

Staff Comments

Beth Allen reminded Board members of the upcoming Open Government training
dates and Board Member term renewal letters due.

Mike Jones reminded Board members to send a letter to the Mayor and City
council to renew their Board of Appeals status: Peter Geise, Matthew Berry and
Ron LoSasso.
