He asked Dean her opinion. She stated staff supports <br />allowing it in all zones, perhaps requinng a management plan, discouraging signs that <br />might attract or scare people, perhaps requiring a permit and a nominal fee and perhaps <br />a cap of eight hives anywhere not in the agricultural district. <br />Councilmember Stolzmann stated her support for the zoning change and keeping the <br />setback requirement A cap is a good idea, she didn't see a need for a management <br />plan or permit <br />Councilmember Leh supported allowing it in all distncts of the City. He has mixed <br />feelings about management plans and permits. It would be a good thing for the City to <br />do for sustainability and education. Maybe a management plan not required if limiting <br />the number of hives. We might want a permit just to keep track of where the hives are <br />and how many. If this is changed, it should be publicized to encourage participation <br />Mayor Pro Tem Lipton stated when this was onginally allowed the approach was fairly <br />conservative to make sure there were no unintended consequences. The evidence <br />shows there haven't been many issues. He remembered not allowing this in high <br />density because of a concern for secunty and safety issues in more crowded areas. <br />That issue may be still the same. <br />
