L <br />Louisville <br />COLORADO • S1NC N ; <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 11 <br />SUBJECT: <br />DISCUSSION — 2018 TRANSPORTATION FUNDING ISSUES <br />UPDATE <br />DATE: JANUARY 9, 2018 <br />PRESENTED BY: BOB MUCKLE, MAYOR <br />ASHLEY STOLZMANN, CITY COUNCIL <br />MEGAN DAVIS, INTERGOVERNMENTAL AFFAIRS DIRECTOR <br />SUMMARY: <br />There are currently several proposed changes to state and federal funding distribution <br />under consideration in Colorado, as well as the consideration of new sources of <br />transportation funding. Mayor Bob Muckle, Mayors and Commissioners Coalition (MCC) <br />Member, Councilor Stolzmann, City of Louisville DRCOG Director, and staff would like <br />to provide updates on some of these issues. <br />Transportation Improvement Program (TIP) Funding Distribution Changes: <br />The TIP identifies all federally funded surface transportation projects anticipated for <br />funding in the Denver metropolitan area for the fiscal years included. The program <br />includes highway, high -occupancy vehicle, transit, travel demand management, and <br />non -motorized facilities, and services. The Denver Regional Council of Governments <br />(DRCOG), the region's Metropolitan Planning Organization (MPO), is responsible for <br />preparing the TIP in cooperation with local governments, the Colorado Department of <br />Transportation (CDOT), and the Regional Transportation District (RTD). <br />In the spring of 2018, DRCOG will open up the call for projects for the 2020-2023 TIP, <br />to identify federally funded transportation projects to be implemented in the Denver <br />region in these fiscal years. The DRCOG Board must approve the regional priorities that <br />will be included in the TIP. <br />There is approximately $280 million that will be allocated in the 2020-2023 cycle. In <br />preparation for the upcoming TIP funding cycle, the DRCOG Board has provided <br />direction for a new funding allocation structure that would include a Regional Share and <br />a Subregional Share (Attachment 1). The inclusion of a subregional allocation of funds <br />is a new element, and the concept is that the subregion would get a set allocation for <br />projects that would be identified at the local (county) level and then advanced to the <br />Board for approval. To determine the details of the new allocation method and process, <br />the Board has convened a TIP working group to make recommendations regarding <br />project eligibility, identification and funding distribution methodologies. <br />DRCOG also agreed to three focus areas for the 2021-23 TIP cycle, which will serve as <br />guiding principles and not specific criteria. <br />Improve mobility (infrastructure & services) for vulnerable populations <br />CITY COUNCIL COMMUNICATION <br />2 <br />
