Revitalization Commission <br />Minutes <br />December 11, 2017 <br />Page 3 of 4 <br />community can understand, as it will be hard to advance the conversation without it. <br />Spend money upfront to see what is possible. <br />Commissioner Lathrop said that is an interesting proposition. The scope of the parking <br />study is wide-ranging. In essence, the parking garage is the core of what would be the <br />end result. He believes Commissioner Menaker is on the right track and it is an easy <br />thing for someone to bid on. It would give us direction to complete the study on the <br />outlying area. Commissioner Gorsevski believes it makes sense. The RFP is good, but <br />is a lot for people to do. Gorsevski wants to make sure the in the drawing there is <br />flexibility for changes in technology. Think long term and comprehensive. <br />Interim City Manager Balser's concern is we have determined the outcome already with <br />this approach. We need to ask if we need a parking structure. What is the need, does <br />the need necessitate a parking structure? A parking structure is one option. <br />Commissioner Menaker said it will be presented as "this is what it might look like, here is <br />how traffic would be managed, here is how many spaces, here is how sustainability will <br />be handled." Chair Fisher asked if we need the build up to come to a conclusion we <br />already know? <br />Economic Development Director DeJong said the Recreation Center process was <br />defined by everyone knowing the Recreation Center needs to be expanded. It is not the <br />same with a parking solution. Some people will ask "do we need this?" Commissioner <br />Menaker said the answer is to come down on a Friday night. Our mission is to catalyze <br />development. This is a catalyst to land use. <br />Mayor Muckle said our mission is to eliminate blight, not to make things different or <br />create opportunities. We need to convince Council that this is what we want to do. A <br />parking structure study does not show everything. He does not object to getting this <br />information first, but would not throw away the current work. <br />Commissioner Tofte said there needs to be a distinction from eliminating blight and <br />redevelopment. However, we have the land so narrowing the scope could be done <br />quickly. <br />Mike Kranzdorf said trying to manage expectations will get out of hand. You'll make <br />enemies and friends. Need to show what we are solving. Limit expectations: Get costs. <br />Commissioner Lathrop would rather spend $80K now rather than $4m and find out we <br />made a mistake. <br />Commissioner Tofte said this approach would be an initial step to find out what people <br />think, to generate discussion. <br />Commissioner Menaker said this may help uncover unexpected opposition but also may <br />catalyze good ideas and discussion. Blight determination has been made, boundaries <br />have been drawn. <br />DeJong summarized by saying he understands LRC wants to look at a conceptual <br />drawing for a parking structure. <br />
