Architectural Significance — <br />Exemplifies specific elements of an architectural style or period. <br />• The sign currently located at 640 Main Street is representative <br />of neon signs popular in the 1950s. <br />Represents a built environment of a group of people in an era of <br />history that is culturally significant to Louisville. <br />• The sign currently located at 640 Main Street represents the Colacci <br />family and the Blue Parrot restaurant, which operated in that location <br />for 98 years, until its closing in 2017. <br />Social Significance - Exemplifies cultural, political, economic, or social <br />heritage of the community. <br />• The sign currently located at 640 Main Street exemplifies the cultural <br />and social heritage of Louisville's Italian community, and the popular <br />Blue Parrot restaurant. <br />ALLOCATION OF FUNDS TO ACQUIRE A STRUCTURE REQUEST: <br />The applicant, 1882 Ventures, LLC, requests consideration for allocations of funds to <br />acquire the Blue Parrot sign and the preparation for the sign to be stored temporarily at <br />a city facility. The applicant proposes an acquisition cost equivalent to the cost to <br />construct and install a similar sign. The funds request totals $34,133.00, with <br />$31,283.00 for the acquisition, $2,850.00 for the packaging and removal of the sign. <br />As noted above, Resolution 20, Series 2009 allows HPF funds to be used to acquire a <br />property, in this case a sign. The resolution states the property shall be landmarked <br />pursuant to the LMC. Staff anticipates additional funds will be requested by the city at <br />a future meeting to facilitate the relocation and placement of the sign to a city facility for <br />display. <br />FISCAL IMPACT: <br />The sign is eligible for acquisition. The balance of the Historic Preservation Fund as of <br />December 31, 2017 was $1,732,705. <br />RECOMMENDATION: <br />Landmarking <br />The sign appears to have maintained significant architectural integrity since its <br />installation in the 1950s. The overall form of the sign has been maintained. Staff <br />recommends that the sign be named for the Blue Parrot restaurant, which operated in <br />Louisville for 98 years. Therefore, the staff recommends that the sign be landmarked by <br />approving Resolution No. 01, Series 2018. <br />Allocation of Funds to Acquire the Sign <br />Staff recommends the sign be acquired by the city through the allocation of funds to <br />acquire property by approving Resolution No. 02, Series 2018. This will provide the city <br />the highest assurance that the sign will be preserved intact. <br />7 <br />
