COLORADO
Department of Local Affairs
Division of Local Govemment
December 5, 2017
The Honorable Robert Muckle, Mayor
City of Louisville
749 Main Street
Louisville, CO 80027
RE: EIAF 08550 - Louisville Rec/Senior Center Expansion
Dear Mayor Muckle:
The Department of Local Affairs is in receipt of your application for state Energy and Mineral Impact
Assistance funds. These revenues are derived from oil, gas, carbon dioxide, coal, and metals extracted
in Colorado.
Your project was reviewed based on a vanety of factors such as its connection to energy impact,
degree of need, measurable outcomes, amount of request, relationship to community goals, level of
local match and community support, management capacity, and readiness to go. Competition for these
limited funds was intense and we had many more requests than we had funds available.
Congratulations! After thorough review, I am excited to offer a grant award in the amount of $825,000
for the addition of an approximately 8,600 square foot Multi -Activity Court (MAC ) gymnasium to the
Louisville Recreation/Senior Center. These grant funds will be from state severance tax proceeds,
which may cause you to go to election to receive and spend them. You should confer with your legal
and budget advisors to determine if such an election is necessary.
Please contact your DOLA Regional Manager, Don Sandoval, at 970-679-4501 for information on how to
proceed. As you know, no state funds or matching funds can be obligated before a grant contract is
fully executed. Expenditure of any funds pnor to the contract being fully executed cannot be included
in the contract budget or reimbursed by the state. Consult your regional manager prior to expending
any funds. Per our program guidelines, this offer is valid for one year from the date of this letter.
As you begin construction of your project, I ask that you hang a banner on-site, which will be provided
by DOLA, to assist in demonstrating the partnership between the state and local governments while
acknowledging the industry's contributions to the impact program. Additionally, DOLA would like to
send a plaque memorializing the funding partnership, so please alert your Regional Manager when the
project is neanng completion so that we will have time to process the plaque.
I wish you success with your project.
S'ncerely,,!;,94_*
Iry Halter
Executive Director
cc: Matt Jones, State Senator
Mike Foote, State Representative
Heather Balser, Deputy City Manager
Don Sandoval, DOLA
Governor John W Hickenlooper 1 Iry Hatter, Executive Director 1 Chantal Unfug, Division Director
1313 Sherman Street, Room 521, Denver, CO 80203 P 303 864 7720 TDD/TTY 303 864 7758 www dola colorado gov
Strengthening Colorado Communities
