City Council
Study Session Summary
September 9, 2008
Page 3 of6

newsletter to the Senior Centers and that Balfour sends a bus for the Home
Tour. Coordinator Bacon said that Balfour has as also requested copies of the
newsletter to include in their promotional material. Mayor Sisk suggested that
they may want to make the newsletter available at the hotels located in
Louisville

Councilor Muckle indicated that if the Preservation Sales Tax Ballot issue
passes that some of that money may be available for Historical Commission
Projects.

Mayor Sisk explained that Council is currently planning the 2009 budget but
cautioned that the capital budget is limited.

City Manager Malcolm Fleming suggested that with retirement of Library
Director Anne Mojo this might be an opportune time to consider combining the
resources of the museum and the Library. City Manager Fleming said that he
has had preliminary discussions with Director Mojo and Coordinator Bacon
about the pros and cons, but he would also like input from the Commission and
Council. Several members of the Council and the Commission thought it was
worth pursuing.

3. Discussion - Proposed Amendments to Ordinance Regarding Open
Burning, Fire Pits and Portable Fire Places
Police Chief Bruce Goodman said that the current ordinance is not worded well
which has made it difficult to enforce. Louisville Fire District Chief Tim Parker
stated that the amendments were to clarify the current ordinance and that they
were in line with other municipalities in the region as well as with the County.

Mayor Sisk asked if this was a large issue or is it just a response to one email or
phone call. Chief Goodman stated that the police receive calls weekly regarding
this topic. Chief Parker stated that this type of burning results in fence fires and
open grass fires that the Fire District responds to.

Mayor Sisk asked if there was an update on the fire that occurred at McCaslin
and Dillon. Chief Goodman said that Officer Lamphere was patrolling around the
hotels and smelled smoke and located the source and called the Fire Department
around 1 :30 AM. There is some evidence that a transient was living in the area
that the fire occurred but there has been no determination if that resulted in the
fire. Chief Parker said that they are waiting for samples to return which will take
about month that may help in determining the cause of the fire. Chief Parker
stated that because the fire occurred in a void space it was difficult to fight the
fire and 5 different departments were called in to assist.

Mayor Sisk asked if having sprinklers would have lessened the damage caused
by the fire. Chief Parker said that part of the problem is the void space spanned
all businesses involved.

4. Discussion - Gateway Signage
