TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: SEPTEMBER 23, 2008 <br />SUBJECT: UPDATE/DISCUSSION -FISCAL IMPACT MODEL <br />ORIGINATING DEPARTMENT: FINANCE <br />SUMMARY: <br />Leland Consulting Group conducted a fiscal impact analysis on development alternatives being <br />considered as part of the 2005 Comprehensive Plan Update Process. <br />In January of 2008, staff concluded that the fiscal impact analysis should be updated as part of <br />the 2008 Comprehensive Plan Update Process. The Finance Department assumed <br />responsibility for updating the assumptions in the current analysis and attempting to redevelop <br />and, in some cases, restructure a new Fiscal Impact Model. <br />Attached is a memorandum summarizing the results of the new Fiscal Impact Model as applied <br />to the current Comprehensive Plan buildout scenario. <br />FISCAL IMPACT: <br />See Attachments. <br />RECOMMENDATION: <br />Discussion <br />ATTACHMENT(S): <br />• Memorandum on Fiscal Impact Model <br />SUBJECT <br />AGENDA ITEM <br />UPDATE/DISCUSSION -FISCAL IMPACT 3 <br />MODEL <br />
