City Council Finance Committee <br />Meeting Minutes <br />01/19/18 <br />Page 2 of 6 <br />None. <br />APPROVAL OF DESIGNATED PLACES FOR POSTING PUBLIC MEETING <br />NOTICES <br />The Finance Committee Members approved the Designated Places for Posting <br />Public Meeting Notices as presented. <br />FINANCE COMMITTEE 2018 WORK PLAN REVIEW <br />Finance Committee Chairperson Dennis Maloney reviewed the current draft of the <br />2018 Finance Committee Work Plan with Committee Members and staff and <br />opened the item for discussion and comments. <br />Finance Committee Member Lipton requested a review of the Building Permit & <br />Inspection Fees be added for review. The Finance Committee and staff agreed to <br />add this item to the Work Plan for second quarter 2018. <br />Member Lipton also requested a cost and revenue analysis for the Recreation <br />Center & Senior Services and renewal and replacement financing be discussed. <br />City Manager Balser stated that once City Council provides its direction at the <br />January 23, 2018 meeting, program and budget information will be provided <br />accordingly. Member Lipton stated the cost centers need to be more finite. <br />Director Stevens stated that there is modeling analysis that can be presented for <br />discussion. Director Stevens also stated that aquatics and senior programs are <br />the only programs which are not profitable and receive subsidies under the City's <br />current policies. Mayor Muckle stated that he does not want to set policy for, nor <br />micromanage policies for the Recreation Center. <br />Finance Committee Chairperson Maloney stated that he is not certain that Carson <br />needs to attend the February Finance Committee Meeting for the Fiscal Impact <br />Model, stating that the discussion should be about the use of the Model not the <br />data used in the Model. City Manager Balser stated that Carson would be in <br />attendance as a reference only, but may be able to suggest how the Model is used <br />in the future. Member Maloney stated that he wants the Model and its use <br />reviewed before it is used again for anything presented to Planning Commission <br />or City Council. <br />Committee Member Lipton stated that he would like to add to the 2018 Finance <br />Committee Work Plan a review of the turn -back policies and assumptions as well <br />as the fund balance policies. Director Watson stated the request would be <br />incorporated into the second quarter discussion, and added that the fund balance <br />policies will also be formalized for Parks and Open Space.
