Open Space Advisory Board
Minutes
December 13, 2017
K. There is a new City Manager, Heather Balser, who was the acting City
Manager.
L. There will be a Walk with the Mayor event this Saturday at 9:00 at Harper Lake
at the McCaslin parking lot.
M. At the City Council meeting on Dec. 19th Council will discuss open space
zoning and the Coyote Run slump report. Laura asked for the slump report to also be
sent to the board. Ember encouraged board members to attend the City Council meeting
as the consultant would be available for questions.
IX. Board Updates -
A. Mike brought cupcakes to celebrate Helen's contributions.
B. Keaton Howe from PPLAB and Mike have been meeting to discuss dog
issues. They are doing research about appropriate density for dog parks. Mike reported
that PPLAB suggested that the Community Park Dog Park be partitioned for small dogs.
He thought this might have the unintended result of increasing use at Davidson Mesa for
big dogs. They discussed using some portion of the Mayhoffer property as a new dog
park or DOLA. Mike asked if the IGA would allow for some section of the land being set
as a "park" designation. Jeff wasn't sure, but thought he could ask Heather. Mike didn't
want to see any more DOLAs put on open space land. Jim asked Ember if the new Park
signs could tie into the wayfinding standard. Ember said that discussion is on-going.
Helen asked about a potential dog park at the ball field area of Mayhoffer, since that is
already park. Fiona re -iterated that putting DOLA near houses is problematic. Jim said
that dog park criteria include: not adjacent to houses, have shelter, water, restrooms,
waste disposal, gates. Keaton added that PPLAB discussed potential dog parks on park
land but not come up with any good candidates.
C. Graeme thanked the board for their work and the resolution.
X. Discussion Item: Commemoration Options in Honor of Linda Smith
Ember listed some of the ideas she heard board members suggest for ways for
the board to commemorate Linda Smith: a memorial bench on open space, a plaque at
some open space location (particularly the Davidson Mesa underpass), a memorial tree,
an open space event in her honor, particularly an education event.
Ember added some of her own ideas including a mindfulness walk, similar to the
"forest bathing" concept where you focus on psychological benefits of the wild, or a
GOCO "generational wild" event that focuses on getting kids outdoors.
Missy liked the tree and the mindfulness walk ideas.
Laura suggested a donor -funded educational event. She felt that Linda
particularly cared about education and the City could hold one in her "honor," with
Linda's name on the flier and mentioned at the beginning of the event. She added that in
general, she thought it would be nice if Open Space could have its own foundation to
help fund events, the way the library has. Helen asked if there is a procedure for
donations to the City for such event. Ember said she'd look into it.
Missy suggested OSAB could dedicate its $500 budget to the event.
The board agreed they wanted to host an event or a memorial tree upon
consultation with Linda's family.
XI. Discussion Item: City Council Approved 2018 Open Space Capital Projects
Ember presented the spreadsheets of the City's CIP items, highlighting anything
that related to open space, giving its status as approved, postponed, or rejected. Items
included the wayfinding trail -alignments that were postponed from last year including a
