Sec. 2.18.060. — Special meetings of the council. <br />A. Except for an emergency special meeting governed by subsection <br />B of this section, each special meeting shall be called by the city clerk on the <br />request of any four (4) members of the council, and shall be held on at least forty- <br />eight (48) hours wntten notice. <br />B An emergency special meeting shall be called by the city clerk on <br />the request of the city manager or any four (4) members of the council, and shall <br />be held on at least twenty-four (24) hours written notice to each member of the <br />council. An emergency special meeting shall not be called unless: <br />1. Each person requesting the meeting has determined that the <br />meeting is urgently necessary in order to take action on an unforeseen matter <br />requiring immediate action; and <br />2 The basis for the determination descnbed in subsection B 1 <br />is stated in the notice of the meeting <br />C The meeting notice required by subsection A or B shall be served <br />personally or sent by electronic mail to the member's e-mail address, or left at the <br />member's usual place of residence. The notice need not be served if the member <br />has waived the notice in wntmg <br />D. The council shall not take action on any item of business at any <br />special meeting unless: <br />1. The item to be acted on has been stated in the notice of the <br />meeting; or <br />2. The item to be acted on is reasonably related to the item <br />which was stated in the notice of the meeting. <br />Sec. 2.18.070. — Quorum. <br />Except as otherwise provided in the charter, a majority of the members of <br />the council holding office at the time shall be a quorum for the transaction of <br />business at each regular and special meeting <br />Sec. 2.18.080. — Study sessions. <br />A The purpose of study session meetings is to enable members of a <br />public body to obtain information about and discuss matters of public business in <br />a less formal atmosphere. Full debate and deliberations about matters that may be <br />the subject of formal action should occur at formal meetings of the public body to <br />permit members of the public to participate meaningfully in, and to understand <br />the grounds for, any formal action contemplated or taken by the public body. <br />Ordinance No 1753, Senes 2018 <br />Page 20 of 62 <br />
