other than the City, unless the Manager has first obtained the approval of the City <br />Council. <br />Sec. 2.04.030 — Powers and duties. <br />A. The City Manager shall be the chief administrative official of the <br />City. <br />B Subject to the Council's oversight, the City Manager shall have the <br />following powers and duties. <br />1 Be responsible for the enforcement of the ordinances, <br />resolutions, franchises, contracts, and other enactments of the City. <br />2 Establish and implement personnel rules and regulations <br />for City employees. <br />3. Cause a proposed budget to be prepared and submitted to <br />the Council annually, and be responsible for the administration of the adopted <br />budget. <br />4. Cause to be prepared and submitted to the City Council, as <br />of the end of the fiscal year, a complete report on finances and administrative <br />activities of the City for that year, and make other reports as requested by the <br />Council concerning the matters of the City in the Manager's charge <br />5. Keep the City Council advised of the financial condition <br />and future needs of the City. <br />6. Exercise supervision and control over all City personnel <br />and departments, and make recommendations to the City Council concerning the <br />establishment, consolidation or abolition of City departments <br />7. Attend City Council meetings and participate in discussions <br />with the Council in an advisory capacity. <br />8. Be responsible for appropnately informing the public on, <br />and involving the public in, City functions and activities. <br />9. To make purchases for and on behalf of the City in <br />connection with the operation and supervision of the City under the direction of <br />City Council. <br />10. To establish fees for goods, services and the use of <br />facilities of the City, excluding those fees that pursuant to this Code are to be <br />Ordinance No 1753, Senes 2018 <br />Page 7 of 62 <br />
