Open Space Advisory Board <br />Minutes <br />February 14, 2018 <br />Page 3 of 5 <br />Martin presented the information included in the OSAB packet. He is interested in <br />developing a Board/Citizen working group to review plans and determine feasibility of <br />various approaches for improving this Open Space area. <br />The main issue is that the depth of the pond promotes excessive vegetation <br />growth & algae. Dredging to deepen the pond would cost about $50,000 (Loveland <br />contractor) for dredging alone. Installing a bentonite bottom to prevent leakage would <br />probably also be needed at significantly more cost. Currently, the pond has to be filled <br />four to five times per year (increase from two to three time a year in past). This might be <br />a problem with the outflow valve; Ember is investigating. Martin proposed including <br />plantings to create more of a grove on the west side. Pond is currently filled with ditch <br />water. Re -dredging or muck -clearing (physical or biological treatments) would need to be <br />done periodically, but original dredging was not very deep. Missy asked for an estimate <br />for the rest of the items; Martin said $25,000 minimum; community help and Youth Corps <br />could help with the work. Fishing is Fun (CPW) pays 75% of costs for approved projects; <br />applications due 3/2/2018. Could aim for 2019 application. <br />Ember confirmed that $50,000 for dredging alone is accurate and reported on <br />lining costs and other improvements could be as much as $100,000 more if contracted. <br />Ember suggested adding to brainstorming list for CIP and getting OSAB to prioritize with <br />other CIPs. Joe encouraged OSAB to take this project seriously. Missy thanked Martin <br />for his work; suggested Martin/OSAB/staff ID top questions/issues. <br />VIII. Discussion Item: Draft 2018 OSAB Goals <br />Presented by: Laura Scott Denton and Fiona Garvin <br />Fiona suggested that adding more specific tasks in addition to general goals <br />would be helpful. <br />Missy suggested we focus on general content during the meeting and add <br />specific tasks prior to next meeting. Jim suggested doing this more as a strategic plan <br />for each category and using a standard format for each goal category. <br />Fiona suggested having the lead -person per each goal area add specific action <br />items and bring it back for next meeting for review, discussion, and approval. Ember will <br />send Fiona the goals spreadsheet; Fiona will rework & send blank to each lead -person <br />for completion.
