The preliminary PUD and plat provide <br />a way for developers and property owners to obtain some certainty on a project without <br />having to complete final -level plans and studies. Projects that undergo a preliminary and <br />final planning process often take over a year to complete the zoning review process. <br />For development proposals which do not meet the vision for the property as identified in <br />the Comprehensive Plan, an applicant could also pursue an amendment to the <br />Comprehensive Plan as a way to ascertain early feedback on a potential development. <br />The Code does not currently include provisions for a sketch plan, work sessions, or <br />neighborhood meetings, all of which would provide for other opportunities for earlier <br />input, with or without non-binding direction from the Planning Commission and City <br />Council, prior to an application being submitted for a formal development review <br />process. The intent of an early -engagement process is not to provide certainty to a <br />developer, but to ensure that decision makers are able to provide preliminary feedback <br />and requests for information desired for the decision making process. <br />BACKGROUND/CURRENT REGULATIONS: <br />Comprehensive Plan Amendments <br />Chapter 17.64 of the Code sets forth the procedure for amendments to the <br />Comprehensive Plan. The City Council, Planning Commission, City staff, a property <br />owner or a citizen of the City may initiate an amendment request. The code requires a <br />public hearing before the Planning Commission and City Council and a two-thirds <br />majority vote of the entire membership of the Planning Commission (for a <br />recommendation) and City Council to approve any such request. <br />Preliminary Subdivision Plat and Preliminary Planned Unit Development (PUD) <br />Title 16 of the Code sets forth procedures and requirements for subdivisions and <br />Chapter 17.28 sets forth the procedures for a PUD. A preliminary PUD and a <br />preliminary subdivision plat require public hearings before Planning Commission and <br />City Council and allow for public engagement prior to hearings for a final PUD and final <br />
