City Council Finance Committee <br />Meeting Minutes <br />03/12/18 <br />Page 2 of 3 <br />FISCAL IMPACT MODEL <br />Rob Zuccaro, Planning Director, began the discussion by reviewing the two distinct <br />fiscal Models: The Development Impact Model and the Area Planning Model. The <br />Development Impact Model is a marginal/average cost hybrid model used to <br />estimate the fiscal impacts of specific developments. The Area Planning Model is <br />more of a marginal cost model used to generate fiscal impact estimates for large - <br />area land use analysis. <br />Carson Bise, of TischlerBise, joined the discussion via conference call. Mr. Bise <br />reviewed the history of moving from a basic average cost model to a more complex <br />marginal cost model. In answer to a question, Mr. Bise stated that the staff should <br />not compare the outputs of the different models based on the same inputs. <br />Mr. Zuccaro reviewed what the models can do and what they cannot do, discussed <br />the possibility of incorporating a "market probability" within the models, if even <br />possible, discussed the idea of using high/low scenarios, and presented the main <br />direct inputs/assumptions to the model. <br />Finance Committee Chairperson Maloney and Mr. Zuccaro will meet separately <br />and discuss when best to use the model and report back to the Committee. <br />Mr. Zuccaro's PowerPoint presentation is attached and made part of these <br />minutes. <br />UPDATE FINANCE COMMITTEE WORKPLAN — 2018 <br />Staff presented the updated Finance Committee Work Plan for 2018. This Work <br />Plan can be located in the packet of the march 12, 2018 Finance Committee <br />Meeting. <br />REVIEW OF FEES, RATES, & CHARGES <br />Emily Hogan, Assistant to the City Manager, presented schedules of fees set by <br />Council Resolution and fees set by the City Manager for the Committee's review. <br />Finance Committee Member Lipton indicated that the fees should be set to cover <br />the cost of the related services and that the fees should be increased annually <br />based on the annual increase in costs to provide the services. <br />The schedules and corresponding narrative can be located in the packet of the <br />March 12, 2018 Finance Committee Meeting. <br />3 <br />
