Cityof Louisville <br />PARKS & RECREATION <br />Memorandum <br />To: Parks and Public Landscaping Advisory Board <br />From: Aubrey Hilte, Ranger Naturalist <br />Date: April 24th, 2018 <br />Re: Update on Municipal Code Revisions to Open Space & Parks Titles <br />With the addition of a Ranger Program, the Parks & Recreation Department has been requested <br />to revise the Open Space and Park titles of the Municipal Code. Over the past few months, there <br />have been several discussions among Open Space, Park and Legal staff to identify gaps in the <br />code and desired revisions. Currently, the Departmental recommended Municipal Code <br />revisions have been evaluated by OSAB and are set to go to Legal staff for review and <br />finalization. Final revisions will be presented to City Council on May 15th, 2018 for First Reading <br />and June 5th, 2018 for Second Reading. <br />The goals of the Municipal Code revisions are as follows: <br />1. Revise code to be more straight forward and digestible by the general public. <br />2. Group like Ordinances under umbrella Categories. <br />3. Make Open Space and Parks Titles as similar as possible (like ordinances at beginning <br />and unique at bottom). <br />4. Give Director and duly authorized employees the ability to complete their daily <br />duties. <br />5. Allow the Rangers to better enforce the law, ensure safety of users, generate <br />compliance and perform duties. <br />While reading the following Recommended Municipal Code Revisions spreadsheet, please keep <br />the following formatting notes in mind: The Open Space and Parks divisions will retain separate <br />Municipal Code Titles; however, in order to meet Goals 3 & 5, the language in each Ordinance <br />will be virtually identical in each Title. Existing Open Space Ordinances are listed in Dark Green in <br />the left-hand column and existing Parks Ordinances are listed in Dark Orange in the right-hand <br />column. The center column contains the proposed language for the new, revised Ordinances. <br />Red text indicates changes and omissions made to existing language. A Joint Ordinance Key can <br />be found on Page 10 of the document indicating the meaning of each color for the Joint <br />Ordinance. <br />
