Louisville Local Licensing Authority <br />Meedng Date: January 28, 2002 <br />Page 3 of 11 <br /> <br />AUTHORITY BUSINESS <br /> <br />Transfer Application - Seo, Inc. d/b/a Bungalow Wine & Spirits - Retail Liquor <br />Store License w/Delivery Permit - 645 S. Boulder Road. <br /> <br />The Authority accepted the sublease agreement to complete the transfer application. <br /> <br />Show Cause Hearing - Celdc Way, LTD, d/b/a Druids Arms - Tavern Liquor <br />License - 809 Main Street. <br /> <br />Chairperson Lipton called the Show Cause Hearing to Order. Present at the <br />proceedings were Mark Shapiro, Prosecutor for the City and Michael Rennich, <br />attorney representing the Licensee. Mr. Shapiro stated that he would like to present <br />a stipulation for the approval of the authority. The amended show cause order sets <br />forth two charges. Mr. Shapiro stated that if Celtic Way admits to the charge of <br />serving an alcoholic beverage to a visibly intoxicated person in return the Authority <br />would drop the second charge of serving to Mr. Charnley. MemberJeffers made a <br />motion to accept the stipulation and Member Wilson seconded the motion. Roll <br />Call Vote: Lipton - no, Koertje - yes, Kimmett - yes, Paige - yes, Wilson - yes, <br />Jeffers - yes. Motion was carried five (5) to one (1). <br /> <br />There was considerable discussion relative to the dates of closure. Attorney <br />Harrington referred to the local licensing authorities Rules of Procedure Guidelines <br />that suggest dates of closure for second offense violations. <br /> <br />Mr. Rennich called his first ~vitness, Ann Marie Kennedy, 517 Cactus Court, <br />Louisville, CO. Ms. Kennedy spoke on behalf of Celtic Way. She stated that it was <br />hard to keep up with all the rules and regulations but at the same time it was nice to <br />have a safe place to go to have a drink. When she brings people in from out of town <br />who want a "pint", she takes them to Celtic Way. Ms. Kennedy suggested Celtic <br />Way serve the ten-day sentence one day a week for ten (10) weeks. <br /> <br />Members discussed which days of the week would have to be served and that they <br />would have to be consecutive days. <br /> <br />Attorney Harrington asked how current the liquor training for Celtic Way's staff, <br />management and owners was. Ms. Avril Charnley, the owner of Celtic Way, stated <br />that all employees of Celtic Way go to liquor training every year. <br /> <br />Ms. Avril Charnley then got up and spoke to the Authority. She explained that if <br />they closed down for one day that would put them out of business. Since Pine Street <br />Junction closed, Celtic Way is the only other community establishment to go to. Ms. <br />Charnley feels the Louisville Police Department is harassing her establishment.
