City Council Utility Committee <br />Meeting Minutes <br />Friday, March 9, 2018 <br />Page 2 of 3 <br />Mr. Peterson highlighted the various financing options available to the City and <br />the impacts anticipated if the debt coverage policy was moved to a combined <br />coverage instead of the current individual fund coverage. Staff will utilize Option <br />1 Financing or the practice of financing at the time of the expense and having <br />rates adjust afterwards. Also, staff propose the utilizing a combined debt <br />coverage ratio of 1.3 for future rate analyses. Prior to 2018/2019 rates, a final <br />recommendation will be brought back to Utility Committee. <br />VIII. Solid Waste RFP <br />Mr. Kowar outlined the selection criteria for the upcoming Solid Waste RFP, <br />which will be modified to a 100 point scale. Other major changes to the RFP <br />include: 100% increment for receptacle size, composting and recycling will be <br />included, 3 free bulk item pick-up annually and a modification to the alternative <br />bids. The next draft RFP is scheduled for the May 11th Committee meeting. <br />IX. Preliminary CIP Budget Request <br />Mr. Kowar outlined the included preliminary CIP budget requests and the process <br />moving forward. The Utility Committee provide a couple comments that will be <br />incorporated for the next meeting. <br />X. Update — Water Resources <br />A brief discussion of the Windy Gap Firm Project was held. Concern was raised <br />by the Utility Committee on the growing cost impacts. Staff will prepare a memo <br />highlighting the projects feasibility. <br />Mr. Peterson provided a brief overview of the current conditions of water supplies <br />as being below average with low snow pack measurements. The current Water <br />Supply Index (WSI) has held constant from last month at 0.84. This level would <br />indicate a stage 1 drought level that would trigger a call for voluntary restrictions. <br />Based on projected storage estimates, the WSI should improve and drought <br />restrictions are not recommended at this time barring extreme conditions. <br />XII. Update — CIP Projects <br />Mr. Peterson outlined the status the HBWTP projects and recent struggles with <br />procuring some equipment. All projects are within budget and are maintaining an <br />acceptable range on schedules. <br />XII. Upcoming Projects and Council Action <br />Mr. Peterson provide a brief update on upcoming Council approvals related to <br />Windy Gap Transfer, Windy Gap Consulting, Utility Rates, SCWTP HVAC, <br />Louisville Pipeline Control Vault, Water Tank Maintenance, SCWTP Tube <br />Settlers Replacement and Windy Gap Financing. <br />6 <br />
