City Council Finance Committee <br />Meeting Minutes <br />04/16/18 <br />Page 4 of 7 <br />The Finance Committee discussed the idea of conducting the citizen survey bi- <br />annually. Member Lipton stated that he did not believe increasing the frequency <br />would provide better trending information, and that he favors more strategic <br />questions related to specific targeted issues. Member Maloney stated he was in <br />favor of the bi-annual survey, but agreed with Member Lipton that the questions <br />need to be better. <br />Mayor Muckle stated his overall concern with the magnitude of changes in the <br />amended KPI's presented, and stated that departments need to settle into the <br />metric data selected in order for any tracking to be meaningful. Mayor Muckle <br />questioned the changes to the KPI of the Sustainability Sub -Program stating that <br />he thought the effectiveness measures were agreed to some time ago, but have <br />now all been changed. Specifically, Mayor Muckle stated that the Commercial <br />Waste Diversion measurement should be left in, and asking if an annual <br />measurement of what the City has done could be used. Member Maloney asked <br />if staff could estimate a year -over -year change in between four-year cycles. <br />City Manager Balser stated that she did not believe staff would have the time to <br />perform this analysis, but stated that she would follow-up with Boulder County to <br />see what information could be provided. <br />Chairperson Maloney stated that the KPI's for the Business Retention and <br />Development Sub -Program need to be reviewed. Member Maloney stated that <br />identifying the metrics is challenging, but he believes there are misalignments in <br />general and that the role of the department needs to be defined. Chairperson <br />Maloney stated that perhaps this sub -program is merely an investment for the City. <br />Finance Committee Member Lipton stated that the role of this sub -program is an <br />area where City Council does not agree. <br />Resident Leary stated that the City should be focused on its long-term fiscal <br />sustainability and that sales tax collected per household should set the City's <br />financial structure. Member Maloney stated that the department's budget requests <br />are tied to this review. <br />Finance Committee Member Lipton stated that metrics like median household <br />income and investment in Louisville commercial property are values not within the <br />City's control. Member Lipton stated that we need to know how we are doing <br />locally. Mayor Muckle stated that we need to determine what metrics can be <br />measured that are within our control. <br />The Finance Committee Members all agreed that this sub -program needs <br />additional work. City Manager Balser stated that this matter could be further <br />discussed with City Council May 1, 2018, and that there would be an economic <br />development overview June 5, 2018. <br />5 <br />
