What had been said and what is in the RFP are not consistent. <br />Councilmember Keany hoped there was good information provided by this study. <br />Council summarized the modifications to the RFP: <br />• Emerging trends and future retail opportunities language <br />• Not a focus on housing — evaluate various retail and commercial scenarios that <br />provide exceptional fiscal benefit to the City, with residential use as a possible <br />secondary use. <br />• Exceed current and historic fiscal performance for the corridor. <br />Mayor Pro Tem Lipton and Councilmember Maloney will help with the review. <br />Councilmember Maloney moved Staff take into account the changes to the principles in <br />the RFP discussed by Council and to proceed with the RFP. Loo absent. <br />REGULATION OF DOOR-TO-DOOR SOLICITATION <br />RESOLUTION NO. 27, SERIES 2018 — A RESOLUTION AUTHORIZING THE <br />TEMPORARY SUSPENSION OF ENFORCEMENT OF PARTS OF SECTION 5.06.020 <br />OF THE LOUISVILLE MUNICIPAL CODE CONCERNING DOOR-TO-DOOR <br />SOLICITATIONS <br />ORDINANCE NO. 1759, SERIES 2018 — AN ORDINANCE REPEALING AND <br />REENACTING WITH AMENDMENTS CHAPTER 5.06 OF THE LOUISVILLE <br />MUNICIPAL CODE REGARDING SOLICITORS AND VENDORS — 1st READING — <br />SET PUBLIC HEARING 6/5/18 <br />City Attorney Light introduced the ordinance on first reading and noted the proposed <br />resolution temporarily suspends enforcement of the LMC provisions that prohibit door- <br />to-door solicitation. The resolution does not affect enforcement of the prohibition against <br />solicitation when a "No Solicitation" or "No Trespassing" sig_ n is posted or any of the <br />other provisions in Chapter 5.06. <br />The proposed ordinance repeals and reenacts Chapter 5.06 of the LMC to permanently <br />remove the total ban on door-to-door solicitation. It leaves in place the prohibition <br />against solicitation when a "No Solicitation" or "No Trespassing" sign is posted as well <br />the prohibition against solicitors knowingly making false or deceptive statements to <br />obtain an invitation to visit private premises.
